**About the role**

The National Property Office (NPO) is responsible for the management of the property portfolio as part of the Corporate Operations group, which enables Police through the operational delivery of corporate services.

As policing continues to transform, the NPO is increasingly at the forefront of engaging with partners and stakeholders, leading the development of new innovative solutions and improving the asset maturity of the portfolio to ensure it remains fit for purpose and aligned with Police’s strategic intent (Our Business) and specific operational needs.

The Manager Planning and Partnership is a strategic leadership role within the NPO responsible for the fresh thinking and forward-planning needed to continue to transform the portfolio, including co-design of solutions with business groups, partners and stakeholders.

**Key Accountabilities**:

- Lead a team responsible for strategy, planning and partnership management across the property portfolio, working alongside the Director, Property and their NPO Leadership Team colleagues to create a cohesive culture consistent with Police’s values.
- Develop and manage strategic relationships and partnerships, and establish appropriate cadence, to engage with business groups, partners and stakeholders to ensure the NPO proactively interprets future needs and explores opportunities for innovation and change; with a focus on co-designed solutions and outcomes with partners including other justice sector agencies, Iwi and community organisations across the motu.
- Lead the planning, sequencing and prioritisation of programmes, projects and initiatives to inform investment priorities, financial planning, budgeting and the annual workplan for the NPO; to ensure priorities for investment and renewal align with strategic priorities and best practice asset management.
- Lead the options scoping, due diligence, pre-business case planning, business case preparation and financial and delegated approvals for all initiatives/investment decisions; to ensure informed and robust decisions are made that also align to the procurement, probity and commercial principles.
- Lead the development of partnering agreements including Memorandums of Understanding and similar arrangements with stakeholders including Iwi, other government and non-government agencies and selected partners.
- Work with stakeholders and partners (and in particular Tangata Whenua, Mana Whenua) to build long-term trusting relationships and identify potential co-design opportunities and solutions for new investment/renewal of the property portfolio and to achieve wider outcomes.
- Lead the co-design of potential solutions to a concept and pre-business case stage with stakeholders and partners (on a project-by-project basis) alongside the Commercial Manager, Project Delivery team, and external technical consultants.
- Lead the annual internal capital budget bid process and budget bids to address funding shortfalls.
- Oversee and deliver business cases and cabinet papers and to support the property capital programme.

**Key skills for this position include**:

- Have exceptional leadership skills and prior experience leading their team to deliver strategic planning and partnership management
- Have well-developed skills in strategic property management and strategic relationship management
- Have experience leading property strategy and portfolio planning for large occupier-based property portfolios, ideally with a mix of owned and leased assets and diverse geography and asset types
- Have experience leading and facilitating engagement with diverse stakeholders and being able to interpret their needs into a strategic brief
- Understand the mechanics of government, including Treasury processes
- Foster enduring partnerships and relationships, facilitating engagement with diverse stakeholders, building relationships (internally and externally) and being able to interpret their needs into solutions
- Have proven experience in business case development inc. IBC and DBC
- Have well-developed report writing, including preparation of Cabinet papers and written comm
