The Bay of Plenty region is experiencing significant population growth, and with that comes a range of big, complex transport challenges we need to solve for the future of public transport.

Let’s not beat around the bush, the Bay of Plenty Region has the highest use of personal vehicles per capita in New Zealand and a public transport system that needs to do more of the heavy lifting. We’re navigating challenges like how we reduce carbon emissions through more people on buses, and how we reduce personal vehicle use and increase public transport. All this while maintaining excellent relationships with our partners, customers, and communities. It’s complex, but highly rewarding.

That’s where you come in We are looking for a Manager, Transport Operations who is up for a challenge and can bring fresh thinking to the delivery and improvement of passenger transport services in the Bay of Plenty Region. This is a new ‘leader of leaders’ role that reports to the Director, Public Transport and has a strong focus on external stakeholder engagement, while also looking inwards to support, coach and enable a high performing Transport Operations team.

As a senior leader in the Transport team, it goes without saying that you’ll lead in a way that reflects our Toi Moana Values and Te Pae Rangatira leadership framework, and prioritise the coaching and development of your team, ensuring they are supported to succeed.

You will also be responsible for:

- Developing and delivering a programme of work that contributes to and enables the delivery of strategic transport priorities, articulated in the Annual and Long-Term Plans.
- Working in partnership with external partners (local government bodies, central government agencies and iwi) to align priorities and investment in passenger transport services for the Bay of Plenty region.
- Representing the Transport function on behalf of Toi Moana at external stakeholder meetings on topics that include both Transport Operations, as well as topics across the Broader Transport function.
- Bringing commercial savvy to the way transport partnering contracts are procured and managed, ensuring contracts deliver high quality transport services for the region.
- Leading the identification of initiatives that improve the provision of public transport services and the public transport network, including optimisation of fleet deployment and service timings.

- Understanding and acting within the political operating environment, including proactively addressing issues before they occur and providing recommendations and advice to Executives and Councillors.

**Ō pūmanawa | Your skills and experience**
- Minimum 8-10 years’ transport operations experience.
- Seasoned people leadership experience at a mid to senior leadership level.
- Proven success at collaborating with partner agencies and a significant multi-faceted stakeholder network to gain trust, co-design, and win collaborative support for an agreed vision.
- Confident presentation and public speaking skills, including experience presenting specialist information in ‘plain English’ at hearings and public meetings.
- Live by the Toi Moana Values - you demonstrate trust, integrity, courage, manaakitanga, kotahitanga and whanaungatanga.
- A transformational mindset that explores opportunities of ‘what could be’ and challenges the status quo, to deliver sustainable long-term transport outcomes.
- Strong commercial acumen, with the ability to negotiate contract terms that are favourable to Toi Moana and hold external providers to account for the services they provide.
