The Ministry is progressing policy work to support the transition of all vehicles into the road user charges system.
We are looking to recruit an experienced Principal Adviser with in-depth knowledge of the RUC system, and extensive experience leading the development of complex policy and legislation, to lead the development of well informed, practical policy options.

The Ministry of Transport | Te Manatū Waka is the system lead for the transport sector whether it’s on land, at sea, in the air, or connecting Aotearoa to the world. We work in partnership with a number of transport agencies to help keep the transport system moving and are the government’s principal adviser on transport policy, regulation and investment. We play a crucial role in ensuring the transport system is working to improve the prosperity for New Zealanders.
**About the opportunity | Ngā whakamārama mō te tūnga**
The Road User Charges (RUC) Transition team is a newly established team leading the development of policy and legislative options to support the transition of all vehicles into the road user charges system.
This is a once in a generation opportunity to shape New Zealand’s future land transport revenue system.
We are looking for an experienced Principal Adviser to lead the development of policy options. This will include complex and intellectually challenging policy work, careful consideration of practical implementation issues, and significant external engagement.
Key responsibilities include:
- Partnering with the Revenue Director and RUC Transition Manager to drive the RUC transition work programme
- Leading the development of policy options, including legislative design, to support the transition of all vehicles into the RUC system
- Leading engagement with stakeholders on policy options
- Enhancing the overall capability of the team through coaching and mentoring team members during their day-to-day work
- Engagement with the Ministry’s Senior Leadership Team and Ministers on policy and legislative options.
Based on the work or support that may be required, this position is Wellington based only.
**What you’ll bring | Te wāhi ki a koe**
- Extensive central government policy and project experience
- Demonstrated experience leading the development of complex policy and legislative options
- Excellent knowledge and experience of the road user charges system (and associated land transport legislation)
- A tertiary qualification in a relevant field
- Experience building high-quality stakeholder relationships
- Excellent written and verbal communication, with strong influencing skills
- Excellent organisational skills and the ability to meet deadlines
- Strong intellectual ability, nous and judgement

**Salary range | Whānuitanga Utu ā-Tau**
The base salary band range for this position is $127,142 - $168,973 per annum (+ KiwiSaver). The salary offered will reflect skills and experience.
