- Developing the Department's annual and long-term financial planning, budgeting, and forecasting approach, policies, and processes

Finance sits within He Pou Aronui, (Organisational Capability and Services), a branch dedicated to supporting the rest of the Department to succeed by providing corporate services that help business groups and people within DIA to make the best contribution to New Zealand
Reporting to the Manager Strategic Finance and Analysis, you will be looking for a new challenge in your career to build upon the experience and technical knowledge you have attained in previous financial and management accounting roles.
This role is pivotal in enabling the Strategic Finance team to provide leadership, support and assistance on financial planning, budgeting, capital planning and forecasting. You will be supporting senior Finance leaders in providing insightful analysis, reporting and advice to executives on strategic finance issues.
After a couple of years without a Strategic Finance function, the DIA are now investing in a strategic finance team to deliver high quality, medium to long term strategic financial plans that align with DIA objectives, priorities, four year and strategic plans, to maximise the use of resources while remaining financially robust and sustainable.
You and the Strategic Finance team will also be responsible for monitoring and reporting on performance against plans, together with providing robust commercial analysis advice to inform decision making.
Maybe you are a little over monthly reporting and budget cycles and feel it is time to stand on the 'other side' and be involved in developing the budget and forecasting approach, annual and long-term financial planning and policies and processes. If so, this is the role for you.
Experience/Knowledge/Skills
- Proven experience in a strategic finance or financial analyst role
- Experience of computerised accounting systems and extensive use of modelling tools (e.g., Excel)
- Demonstrated knowledge of Government and Parliamentary processes, conventions, structure and functions and their relationship with the Department
- An in-depth understanding of financial reporting and accountability requirements, financial management and processes in the Public Sector, including a demonstrated understanding of the Public Finance Act and State Sector ACT and GAAP
- The ability to quickly gain a good understanding of policy and operational objectives and provide strategic advice to the Senior Leadership Team
- Strong analytical skills
- Proven ability to influence to support effective financial management and decision making
- The ability to communicate with, and gain the trust and respect of, management at all levels within a large organisation
- The ability to operate and perform in a dynamic, high performance and evolving environment
- The ability to work under pressure and with little supervision to meet deadlines, set priorities and meet the requirements of a range of stakeholders
- Able to perform in a fast-paced environment
- Resilient to change
- Attention to detail, strong time management skills, growth mindset and self-motivated
