Our investment team within the Ministry of Transport is currently growing and we are looking for two Senior Advisers to join us in permanent positions with one being based in our Auckland office and one based in our Wellington office.
The Ministry of Transport is the Government's lead adviser on transport policy. We are a small but agile Ministry - which is perfect if you are after a chance to shine
About the Investment Team
The Investment team works across the sector to influence how funding is invested to ensure the transport system shapes highly liveable places, develops thriving regions whilst also ensuring the current system is transitioned to low/ zero emissions. This includes leading the Crown Budget process for the transport sector and developing the Government Policy Statement (GPS) on land transport, which influences how over $4.5 billion per annum is allocated across public transport, road network, and walking and cycling improvements (among other expenditure areas) to improve outcomes for New Zealanders. We advise Ministers on some of New Zealand's largest infrastructure investments, including the $6.8bn transport component of the New Zealand Upgrade Programme (NZUP), the Auckland Transport Alignment programme and Auckland Light Rail (ALR). We are also heavily involved in developing and advising Ministers on the prioritisation of, and potential funding sources for, transport projects that support the Government to meet its emissions reduction targets.

You will broaden your policy experience and play a significant role in cross-agency priority initiatives. You will deliver reactive & strategic advice to key decision makers, will lead a range of regulatory processes - Bills, Rule changes, and amendments to regulations and develop new internal and external relationships with a range of stakeholders, as many of our projects require consultation. Being part of the investment team also means being able to provide and/ or develop skills and capability around policy assessment and investment advice - for example an understanding of concepts such as cost benefit analysis etc. Most importantly, you will be part of a busy, collaborative team, with energetic policy minds and a proven track record of delivery.
Being a Senior Adviser
As a Senior Adviser, you'll lead projects that have a real impact on the lives of New Zealanders and speak to your work at Ministers' meetings and Select Committees.
You will join us from a background where you've gained solid experience in leading and steering projects, problem-solving complex policy issues, and assessing options. You'll be someone who can take all the information on an issue, analyse its facets, and decide on a direction. You should be comfortable working in a numeric environment and ideally have had some knowledge/ exposure to assessment techniques such as cost/ benefit analysis. You will be confident managing programmes of work to ensure efficient, targeted policy analysis and advice is provided to support the delivery of organisation and government goals.
The salary range for this role is $100,976 - $123,415, depending on experience.

The team have a work programme with various opportunities including:

- The development, monitoring, and evaluation of the Government Policy Statement on land transport
- Understanding and assessing major transport projects and programmes such as NZUP and ensuring the associated outcomes support thriving cities and regions.
- Helping shape the strategy of transport investment in our cities in a way that integrates land use, urban development, and the decarbonisation of the transport system
- Providing leadership across the transport sector Crown Budget bids, including the Government's Climate Emergency Response Fund (CERF)
- Helping develop the projects that form the transport component of the Emissions Reduction Plan (ERP).
