About the role

Police is working towards prevention through partnerships, including with iwi and communities, other government sectors and business partners. A key focus is to deliver the police services New Zealanders expect and deserve.

The role will lead the engagement with external stakeholders (Treasury, GCDO etc.) and across the Justice Sector relating to external Budget bid processes and any other external funding bid processes (i.e. Proceed of Crime Funds, DIA - Innovation funds). Provides high quality, robust information, analytics and advice to support effective strategic trade-off decisions at ELT and to external stakeholders on the financial sustainability of Police and our cost drivers.

**Key Accountabilities**:

- Lead the development of a fully costed and integrated long term financial plan that will provide Police Executives with the information and assurance they need to confidently manage our limited resources, make informed and fully transparent decisions, ensure that our corporate stewardship responsibilities are embedded and well understood and assist in preparation of annual estimates.
- Lead and deliver Budget processes, tools, templates, timetables and other guidance materials that is integrated with the wider Justice Sector to ensure Police effectively supports the Minister of Police in developing the Budget package for Vote Police.
- Work closely with senior management, policy function, Directors, Justice Sector, and Treasury officials in coordinating and supporting the development of the Budget package. Providing high quality written advice internally, and to Ministers, on Budget and appropriation-related matters.
- Lead and support the annual baseline planning process, working collaboratively alongside Finance to clearly articulate the cost of our services, cost of our Strategy and the risks and opportunities to the delivery of ‘Our Business’ and our services.
- Lead the coordination and collaboration across the organisation to understand the cost of our strategy over the next five years and our funding options for delivering it as well as what our financial risks/cost are now and potentially into the future that will impact our ability to deliver current and future planned services.
- Initiate and lead strategic financial and data analysis, providing appropriate and reliable financial and business advice, recommendations and expert technical interpretation of complex strategic matters.
- Lead the development and maintenance of appropriate short-term, medium-term and long-term financial data and analytical models to support robust data and information analysis, financial intelligence research and undertake advance statistical and financial forecasting, scenario modelling and trends analysis.
- Prepare, analyse and review a variety of complex financial documents, reports and proposals submissions, briefing and discussion papers, ensuring comprehensiveness, accuracy and timeliness and proactively tailoring communications to the audience.
- Lead coordination and collaboration across the organisation to ensure financial activities and the needs of all branches are fully supported, aligned with strategic financial goals and initiatives and that financial, reputation and business risks are identified and minimized.
- Ensure the provision of timely and accurate information and business support to assist financial and operational decision-making and management.

What you’ll bring
- Senior-level experience of working in a collective, collaborative leadership environment and ability to influence at all levels
- The ability to work in a highly collaborative way with a facilitative working style.
- 10 + years’ experience leading finance and analytics of a large and/or complex organisation
- Qualified Chartered Accountant or hold a tertiary qualification in finance, economics or other quantitative discipline
