Job Overview/Purpose:
The Senior Risk and Compliance Manager, for Operations New Zealand NZ forms part of the 1st line responsibility and assists the Chief Operating Officer and Head of Shared Services, the COO Domain Management Team to ensure the Division maintains and incorporations of all aspects of the RANZ RCF Risk Control Framework (RCF) (including Compliance) on a day-to-day basis. The role is responsible for leading the First Line Monitoring and Quality Assurance team to conduct risk based monitoring and reviews of the Compliance and Operational Risk Controls for Operations New Zealand.
The Senior Risk, Compliance and Assurance Manager acts as a change agent for risk management within the 1st line of responsibility to provide guidance and an independent view. It is distinguished from Risk Owners (the Divisional LT) in that the Senior Risk, Compliance and Assurance Manager facilitates resolution of risk related problems. Senior Risk, Compliance and Assurance Manager does not assume the role of the Risk Owner but should assist the Risk Owner to resolve problems.
The role enables the relevant Leadership Teams to achieve their business objectives through the adoption of the Risk Management Framework. It aids Operations New Zealand ensure its risks are being well managed through efficient and effective technical skills and leadership while acting within the parameters set by RANZ.
The role leads an effective assurance team that conduct quality reviews of key controls, monitoring and reporting of key performance measures, and insights that are presented and reported to the Compliance Committees for RANZ and well as providing performance reporting to team leaders.
The role is a position of influence and responsibility within the 1st line in supporting the adoption of a strong risk culture.

To ensure Rabobank New Zealand’s ‘license to operate’ continues to provide banking services in Australia and New Zealand, it rests on its ability to evidence a strong and cohesive Risk Management Framework.
RANZG has adopted the three lines of responsibility model as part of its Risk Management Framework. Within this model, the 1st line is responsible for the effective day-to-day risk management decision-making. Senior Risk, Compliance and Assurance Manager role exists to promote, facilitate and support the adoption of a strong risk culture and risk management practices within the 1st line across Operations New Zealand, this is achieved by leading a team of risk and assurance professionals to provide, monitoring and reviewing key controls and providing guidance and reporting to various committees and Operational team leads.
The role is responsible for providing oversight of Policy Management Data Risk Management and Privacy and represents Operations New Zealand of a number of forums.
Key Responsibilities and Accountabilities:
- Assist the Chief Operating Officer New Zealand, Head of Shared Services and the Operations Leadership Team to adopt a strong risk culture and risk management practices within the 1st line.
- Working with the Chief Operating Officer and Head of Shared Services to incorporate Rabobanks strategy of being a Rock Solid Bank through the Risk Management Framework and Assurance.
- Lead the First Line Monitoring and Quality Assurance team
- Manage and enhance the divisional strategies for the effective management of Risk and Compliance.
- Ensure the AML/CFT prevention and detection controls are operating effectively through robust testing strategies
- Proactively supporting business decision making and contributing to a solid business approach to Risk Management matters.
- Coordinate the collation of evidence for all local and global regulatory requests for all lines of business as well as local and global self-assessment reviews as required
- Through liaising with Operational Risk and Compliance, ensure that there is a robust and effective 1st line Risk Management Framework that integrates with the Operational Risk Management Framework.
- Liaising, coordinating and working with the 2nd line Risk Management functions (including Compliance, BCM and others) and 3rd line Risk Management function (Internal Audit) to effectively implement all aspects of the Risk Management Framework within the 1st line.
- Ensuring new initiatives appropriately, and adequately address risk, control and compliance matters and have the appropriate level of engagement with key stakeholders (i.e. Security, BCM, Compliance, Legal and Operational Risk) on key change matters affecting the Operations New Zealand.
