The Crown Response Office was established in September 2024 to coordinate and facilitate cross-government decision making and implement the Crown's response to the Abuse in Care Royal Commission of Inquiry. The Office sits within the Public Service Commission. The creation of the Office within a central Government agency was a key recommendation in the Royal Commission's final report, Whanaketia - through pain and trauma, from darkness to light.

The Crown Response Office plays an important strategic, advisory and coordination role to ensure the Crown is joined up and focused on the right priorities.

As our Policy team grows, we have three newly created fixed term or secondment opportunities until 30 June 2027 for experienced Policy Analysts. We have two Policy Managers and the roles will sit within one of these teams. Both are highly experienced people leaders who care about the wellbeing and development of their team members.

You will have the opportunity to provide high quality objective analysis and advice on government policy issues on behalf of the Crown Response Office which inform the development of key policies. The role involves collaborating with stakeholders across the organisation and the wider system.

**Key responsibilities include**:

- Provide high quality advice on complex issues.
- Support development of and present advice to senior management and Ministers.
- Carry out analysis of existing policies, processes, products and services; propose and, where applicable, recommend improvements in line with operational standards, legislation, or organisational requirements.
- Consult with internal and external stakeholders to gain support for proposed initiatives or policies, identifying and overcoming barriers as appropriate.
- Provide high quality, objective analysis and advice on the development of operational policy.
- Analyse and review all available information and recommend options for implementation of new policies.
- Ensure the implications of Te Tiriti o Waitangi, Human Rights and equity considerations are fully addressed in policy work.
- Advise management and/or those affected on the implications of policies, including trends, risks, and developments.
- Quantify the impact of new and proposed policies on the organisation by completing operational feasibility studies and costings.
- Take a system view of issues and in developing the Crown response, identifying wider implications for the social services sector, care systems, and the public service.
- Design guidelines for the implementation of new policies in line with government, legislative and organisational requirements.
- Communicate with and effectively explore alternative positions to gain the support and acceptance of all parties.

**You will bring**:

- A good understanding of the policy process, and of parliamentary processes and the workings of legislation.
- Well-developed analytical skills and a demonstrated commitment to developing and maintaining specialist skills and knowledge in own area of expertise.
- A good understanding of policy implementation and issues that are likely to impact it.
- Ability to produce and recognise high quality policy work.
- Project management skills.
- Ability to communicate complex ideas to a variety of audiences and build and maintain rapport with others.
- Ability to work well within and across teams.
- Ability to work in a fast-paced and at times, ambiguous environment and able to adapt to the changing needs of the work.
- A relevant tertiary qualification is desirable.
- Sound knowledge of government, public sector delivery structures and systems.
- Familiarity with basic statistical analysis is desirable.
- An understanding and appreciation of issues and concerns within the Maori, Pasifika, whaikaha/Deaf and disabled communities.
- Knowledge of te ao Maori, tikanga and kawa and/or be open to developing a sound understanding of the implications of Te Tiriti on today's society and public service.
- A commitment to supporting diversity and inclusion in the workplace.

This is a fixed term or secondment opportunity to 30 June 2027. This role usually pays between $80,495 -$98,718 and is negotiable depending on skills and experience. The top of the band is $106,758.
