Job Description

We're seeking two experienced leaders to drive impactful policy in the critical realm of resource markets and employment. As the General Manager, Resource Markets, you will lead the delivery of policy advice relating to minerals and petroleum and gas, ensuring New Zealand's access to secure, affordable, and sustainable resources.

You'll also work closely with the General Manager Energy Markets to ensure an integrated approach to energy systems in New Zealand.

As the General Manager, Employment, Skills and Immigration Policy, you will lead the delivery of strategic policy advice on employment, skills, immigration, and the labour market, directly influencing New Zealand's economic future.

You'll serve as a trusted advisor to the Deputy Secretary, Labour, Science and Enterprise, and the broader leadership team, inspiring and empowering your team to achieve exceptional results.

About the Roles

We have two roles available: 1 x General Manager, Resource Markets role reporting to the Deputy Secretary Building, Resources and Markets, and 1 x General Manager, Employment, Skills & Immigration Policy role reporting to the Deputy Secretary for Labour, Science and Enterprise.

Key Responsibilities

  • Lead the delivery of policy advice relating to minerals and petroleum and gas, ensuring New Zealand's access to secure, affordable, and sustainable resources.
  • Drive the development and delivery of policy advice relating to resource markets, supporting government priorities for resources and regulatory activities in petroleum and minerals and gas.
  • Provide expert advice to the Minister for Resources, influencing strategic decisions at the highest level.
  • Lead a diverse team responsible for delivering on government commitments, ensuring effective regulatory oversight.
  • Work closely with the General Manager Energy Markets to ensure an integrated approach to energy systems in New Zealand.
  • Have a good understanding of the Treaty of Waitangi and the Crown's obligations in relation to the resources sector.
  • Demonstrate exceptional people leadership, driving performance and delivering results in a high-pressure environment.

Requirements

  • Significant experience working at a senior level in government with a good understanding of government processes and operating procedure.
  • Ability to quickly establish and build strong internal and external working relationships including with Ministers, the private sector, and senior public service officials.
  • Demonstrated ability to think strategically and work through complex political situations with high ambiguity and under pressure.
  • Demonstrated ability to lead complex programmes over a range of specialist areas considering both strategic and operational needs, including the design and delivery of performance monitoring systems.
  • Extensive involvement providing high-quality policy advice across a range of specialist areas, including proven experience leading the development and delivery of policy advice at a senior level.
  • A good understanding of the key influences on the NZ economy and business environment.
  • You will have proven people-centric leadership skills including demonstrated ability to engage and motivate staff and an ability to build strong, high-performing teams in a complex organisation.
  • Must have the legal right to live and work in New Zealand and be able to obtain the required security clearance.
