The Ministry of Foreign Affairs and Trade (MFAT) plays a vital role in shaping New Zealand's strategic export control regime to ensure the country's national security, economic prosperity, and commitment to international humanitarian law.

As a Legislative Reform Manager for Strategic Export Control, you will lead MFAT's work to achieve legislative reform of New Zealand's export control regime, focusing on strengthening our system to screen exports of military, dual-use, and catch-all goods that may harm New Zealand's security or national interests. Your expertise will guide the development, adoption, and implementation of new legislation to effectively regulate these exports.

You will manage a team of at least four subject matter experts, a Wellington-based policy analyst, and project and administrative support specialists. This will involve coordinating with MFAT's export control team, working alongside the Unit Manager for Disarmament, Non-Proliferation, and Export Controls within MFAT's International Security and Disarmament Division (ISED).

Key Responsibilities:
  • Lead policy development within MFAT on legislative reform of New Zealand's export control regime in coordination with ISED, Legal Division, and Corporate Legal Unit
  • Oversee coordination with other government agencies as required to ensure effective implementation of the export control regime
  • Manage the delivery of planned activity streams to realise strategic priorities and high-level outcomes
  • Recruit and retain high-performing staff to ensure the necessary expertise is available for the project team

In this critical role, your success will be reflected in laying the groundwork for and achieving a high-quality, durable legislative outcome that enhances the effectiveness of New Zealand's export control regime.
