This agile role is required to provide day to day support and expertise to both the Provider and Government, and Iwi and Māori Pathway Leads. Mō te tūnga | About the role The Government's $400 million Progressive Home Ownership (PHO) Fund will help between 1,500 and 4,000 New Zealand families buy their own homes. The Fund will enable low to median income households to partner with a progressive home ownership provider to access shared ownership, rent to buy, or leasehold arrangements to step into home ownership. The Fund has a specific aim to address housing affordability issues for three priority groups: Māori, Pacific peoples, and families with children. The Business Development Advisor is a team member role, reporting into a PHO Pathway Lead within the System Delivery and Performance group. This is an agile role required to provide day to day support and expertise to both the Provider and Government, and Iwi and Māori Pathway Leads. When supporting the PHO Lead - Provider and Government Direct Pathways you will:
- Work closely with PHO providers and interested PHO providers in relation to funding proposals
- Reflect the principles of Te Maihi o Te Whare Māori - Māori and Iwi Housing Innovation (MAIHI) Framework for Action in all engagements
**When supporting the PHO Lead - Iwi and Māori Pathway you will**:
- Lead engagements and work closely with iwi and Māori organisations on a case-by-case basis in relation to funding proposals to ensure the best chance of success
- Reflect the principles of Te Maihi o Te Whare Māori - Māori and Iwi Housing Innovation (MAIHI) Framework for Action in all engagements
Responsibilities of this position are expected to change over time as the Ministry responds to changing needs. The incumbent will need the flexibility to adapt and develop as the environment evolves. The Business Development Advisor accountabilities include, and are not limited to:
- Leading engagement with the community housing sector, iwi and Māori organisations, and financial institutions in relation to PHO proposals
- Working closely with iwi and Māori organisations to support and develop progressive home ownership opportunities into feasible proposals for funding
- Driving a kaupapa Māori and partnership approach to housing investment, guided by Te Maihi o te Whare Māori Framework for Action (MAIHI)
- Managing effective relationships with approved providers ensuring the delivery of the service in line with obligations and expected outcomes
- Working effectively with other members of the PHO team and Te Kāhui Kāinga Ora to support negotiation, contracting and contract management activities
- Ensuring alignment of activities across the Group's work programme to support effective and timely outcomes
- Providing high quality reporting and insights within specified timeframes to leadership teams, governance groups and stakeholders
- Assisting to identify risks and issues and contribute to their mitigation and management
- Contributing to defining and implementing solutions to issues as they arise
- Acting as a first point of contact for general stakeholder queries in relation to PHO
- Preparing and contributing to briefings and information requests as required

- An ability to create and maintain effective relationships and demonstrate excellent influencing and negotiations skills
- Sound judgement and the ability to build rapport and credibility with internal and external stakeholders
- Experience and comfortable working with and for Māori and iwi, acknowledging culture and tikanga
- Experience operating in a funding and/or contracting environment, and an understanding of residential property development
- Excellent communication, self-management and interpersonal skills
- Flexibility to adapt within a fast moving environment or as priorities change
- Ability to effectively manage multiple tasks and priorities
