Waikato Regional Council is heading into an exciting and more strategic people & capability direction and are looking for an experienced people leader to guide our new pathway, oversee a team of fantastic HR professionals and carry out our high performing programme, ensuring that our staff can continue to grow and be their best.**Mō te tūranga | About the role**
The Human Resources Manager will lead the provision of high-quality HR services for our staff, maintain, improve and implement core HR policies and programmes, ensure the successful delivery of operational and strategic people plans and provide expert advice on people related topics to enable the achievement of our people and cultural goals.
- Some of the key responsibilities for our new people leader will be to: _
- Contribute to the development of the People and Capabilities new strategic direction and lead the implementation throughout our organisation.
- Lead our team of HR professionals to deliver proactive advice, guidance, and coaching for leaders to build their capability and confidence so they can effectively lead their people and make quality decisions to achieve organisational goals.
- Contribute to the process of organisational development that plans, communicates, and integrates the results of strategic planning throughout WRC.
- Design and facilitate the implementation and management of frameworks and processes that address issues such as succession planning, workforce capability development, and employee retention.
- Act as the HR lead for collective bargaining processes including strategic planning, business continuity planning and union engagement.
- Monitor delivery of the annual HR business plan aligned to the organisation’s vision, values and strategy.
- Monitor and assess options for organisational design and effectiveness. Contribute to transformational change initiatives.
- Use tools or processes to regularly gauge the workplace culture. Interpret results to identify areas of strength and weakness in the organisation.

- _Being able to provide expert advice and case management on all aspects of people management including complex employment relationship issues, change management, capability development, employee engagement, safety and wellbeing, remuneration, talent management and succession planning. _
- _Provide senior levels of expertise and advice across the full spectrum of ER related functions, and confidently direct and support executives and senior leaders responsible. _
- _Confident in facilitating leadership development programmes and developing and implementing organisational development strategies. _
- _Can successfully lead performance management processes. _
- _Understands the importance of leading by example regarding organisational values _and promoting our positive workplace culture. _
- _An understanding of _budgeting/financial planning and able to contribute to long term/ annual planning, budget preparation, forecasting and reporting. _
- _Build and maintain, constructive relationships with union, employee representatives and other key stakeholders.**_Mō ngā pūkenga | Qualifications and experience _**
**_Essential: _**
- **_Relevant tertiary qualification in human resource management _**
- **_10+ years’ experience including leadership of other HR professionals and experience in operating in a business with a workforce of unionised employees, functional specialists and leaders. _**
- **_Technically sound in all aspects of Human Resources and recognised expertise in specialist areas, e.g., employee relations, organisational design, recruitment, etc. _**
- **_Comprehensive knowledge and understanding of employment related legislation, and ability to interpret and apply. _**
- **_Political awareness and skill in dealing with sensitive and confidential issues (including bi-cultural sensitivity). _**

- **_Previous experience in local government _**
- **_Success at a senior role in a multidisciplinary organisation

**_Reporting into the Executive Manager - People & Capability, you will be joining a highly supportive and close knit People & Capability team (HR, H&S, L&D) who work closely together to achieve our organisational, strategic, and cultural goals. You will provide mentorship to the HR team which consists of an experienced business partner and advisor, systems and reporting advisor and two HR assistants who are eager to learn.
