The purpose of the Information and Communications Technology (ICT) group is to work in partnership with the rest of the organisation to provide digital technology and communications solutions that support excellence in policing and service delivery and enable Police's strategic ambitions.

With a primary hub in Wellington, and a presence throughout the country, we deliver new and enhanced technology solutions directly and through specialist vendor partnerships. We provide expert advice on how technology can be leveraged to support Police's strategies and turn concepts into reality through collaborative development.

The Technical Product Owner (TPO) for GIS is a member of the wider Corporate Products product group, Data Analytics. This group has two product groups with responsibility divided between two TPOs who work closely together:
Police ICT is moving towards a product model for the management of GIS solutions across the organisation; the TPO will have an important part to play in this initiative and will be working closely with the business customers, Architecture practice, CyberSecurity and other product teams to ensure that outcomes are technically and financially sustainable while delivering business value.

**Key Accountabilities**:
The purpose the TPO GIS role is to ensure that the product team delivers and maintains valued solutions by acting as the technical conduit between the business, external partners, vendors, and the ICT product development teams. The TPO is responsible for defining, prioritising, and managing the product backlog.

The TPO oversees the technical development of products from start to finish to ensure they deliver business value. They determine the overall vision of their product(s), in accordance with the businesses future needs.

The Technical Product Owner will track key performance indicators for their products to measure the success, including user engagement and customer satisfaction, identify areas for improvement and make data-driven decisions about future product development.

This role has two direct reports, with responsibility for others when assigned staff from the Centres of Expertise.

The core responsibilities of the TPO GIS role include:

- Complementing the Product Manager by bringing a deep technical understanding of technology and product development to stakeholder conversations.
- Providing day-to-day delivery leadership to the product team, including the tasking of responsibilities and feedback to Practice Leads on the delivery performance of people within their product team.
- Working with the product team to ensure that: user stories are properly defined, estimated, and planned for each sprint; participate in sprint planning meetings, daily stand-ups, sprint reviews and retrospectives to provide feedback and guidance to the development team. The TPO will streamline development workflows, identify bottlenecks and improve team productivity, all using Agile tools and techniques.
- Communicating and collaborating with stakeholders, customers, and the product team to ensure that the product backlog is aligned with business goals and objectives. They must ensure the technical strategy is being achieved and technical user requirements are met through the actions of the team.
- Leading people using the Police High Performance Framework (PHPF) to enable our people to perform at their best.
- Tracking performance indicators for their products to measure success, including user engagement and customer satisfaction, identify areas for improvement and make data-driven decisions about future product development and customer engagement.
- Proactively managing, avoiding and reducing technical debt. Technical leadership is an important part of this role, identifying risks, opportunities and issues to continuously improve the product landscape.
- Managing the delivery of maintenance/sustainment, break/fix and enhancements. This usually occurs through a flow to work team assigned from the Centres of Expertise (e.g. Business Analysts, Developers, Testers), or through commercial partners.
