Te whiwhinga mahi | The Opportunity
Aotearoa New Zealand has a vision for a future health and disability system that is people-centred, equitable, accessible and cohesive. Hira is an ecosystem of digital services that empowers us, all New Zealanders, with better access and control of our health information. Hira will be the connector of health and wellbeing information and enable this information to be delivered to all New Zealanders where and when they need it. Hira will do this by securely connecting health information across data sources, enforce standards, and provide a gateway for developers to integrate their solutions.
Hira will be breaking new ground with its information governance framework, which needs to support a complex ecosystem of information sharing. Hira will enable a consumer to access their information across the health system, allow or prohibit access by others, delegate whānau to act on their behalf, and add information to their health record. Hira will enforce the privacy, security, consent and permissions needed to do enable this, which will require significant consultation, social license and technical design.
As a member of the Hira programme team, you will be responsible for creating the legal and privacy foundations to support the Hira information governance framework.

- The words transparency, informed consent, granular control over data give you shivers of excitement, and get your brain racing, thinking about how to empower consumers with knowledge and control over their data, in this ever-changing environment of data driven emerging technologies.
- You are innovative in the way you approach legal advice and contracts, using tools such as diagrams and plain language to clearly explain complex legal concepts.
- You are obsessed with the world of data, data sharing, and data ecosystems and have experience setting up the legal agreements, terms of use, and privacy frameworks to support these.
- You are continuously learning in the space of data regulation and can see your place in creating and supporting innovative and privacy protecting data ecosystems that our society requires.
- You need to be contributing to a programme that has a real purpose, and this helps you to see the bigger picture and keep focused and positive when navigating complex work situations with competing priorities.
- You are able to balance the natural tension between privacy protection and enabling societal innovation through opening up access to data for responsible technology development. You can clearly communicate the trade-offs to non-data executives so that they can make informed decisions.

- Proven thought leadership and senior privacy expertise
- Practicing law certificate
- Knowledge of Data-sharing agreements and legislation
- Proven strategic leadership skills that support project design, development, and implementation
- Proven ability to write and talk about complex issues clearly and concisely to a range of audiences
- Strong relationship management skills and experience in engaging with a range of sector groups and agencies
- Knowledge of the Health Information Privacy Code and NZ Privacy Act 2020

- Competency with te ao Māori, tikanga, and te reo Māori or a willingness to learn and grow
