The Pae Ora legislation gives us the mandate and opportunity to create a system of commissioning that has the needs of whānau and communities at its heart. In this new model, we are not ‘commissioners' holding the power. We are Te Tiriti o Waitangi partners and allies, we are listeners of diverse voices, we are holders of the space for communities and whānau to lead. We are a team of teams who live within and reflect the communities we serve.

We are responsible for designing community-based systems of care, agreeing health and wellbeing plans, executing those plans, and monitoring outcomes which then feed into the design process. We work in partnership with our Te Whatu Ora and Te Aka Whai Ora colleagues to shape system-wide public health services across the motu.

Localities and locality planning are a new feature of the reformed health system and will play an important role in the primary and community healthcare, the wider health system, and in social sector integration. The Localities Planning Manager reports to the Group Manager, Localities team, and is responsible for leading the locality planning functions for the region.

**Mōu | About you**

You are an experienced professional with experience in local, regional and/or national planning processes. You bring public sector experience with you and would feel confident communicating complex information to senior management, the Board and Ministers.

**This role manages the Te Waipounamu Region made up of Nelson Marlborough, Canterbury, South Canterbury, West Coast and Southern. Ideally, you will be based in one of these locations, but this can be discussed at interview stage.**

- Demonstrated experience in developing, maintaining, and influencing relationships and partnerships across sectors and organisations including with Māori and Pacific Peoples and groups and at a senior level
- Demonstrated ability to think conceptually and anticipate the impact of decisions on long-term outcomes, including financial outcomes, and to develop/recommend responses in consultation with key stakeholders
- Experience navigating and operating within the machinery of government or in a regulated environment
- Experience and strong analytical skills allowing for them to carry out effective needs analysis of the population across the region they work in
- Experience and knowledge of the machinery of Government
- Demonstrated ability to think conceptually and anticipate the impact of decisions on long-term outcomes, including financial outcomes, and develop/recommend responses in consultation with key stakeholders
- The ability to compellingly communicate complex information and ideas in both oral and written communication to a range of audiences including senior management, Board and Ministers.
- Ability to work in complex environments and with a wide range of diverse stakeholders that are internal and external to Te Whatu Ora
