The Ministry for Primary Industries are currently recruiting for a Principal Financial Analyst, to join our Strategic Finance team.

Kōrero mō te Tūranga - About the Role
The Principal Financial Analyst is a key member of the Strategic Finance team, reporting to the Head of Strategic Finance. The Strategic Finance team sits within the Finance & Procurement Directorate, a Corporate Services business unit.
The Strategic Finance team ensures that MPI's funding model and revenue / cost recovery plans support the Ministry's financial strategy, that these demonstrate that MPI is using its funding well and we are delivering value for money. Strategic financial management links shorter-term financial management processes (forecasting, budgeting, performance reporting) to longer-term financial management processes.
The team provides financial analysis, long-term financial planning support, financial modelling, reporting and advisory services for MPI. This work supports the development and production of quality long-term strategic financial plans and related analyses/information. The Principal Financial Analyst is responsible for providing financial management advice and represents the Finance team on a range of organisational initiatives requiring financial thought leadership and expertise.

**Key responsibilities include**:

- Leading proactive and forward-looking analysis and financial management advice including financial deep dives and expenditure reviews
- Assisting in developing a sustainable long-term financial strategy for MPI
- Leading modelling efforts to quantify revenue/cost recovery, cost pressures, cost savings and efficiency-related initiatives
- Maintaining MPI's baseline expenditure model and tracking appropriation history
- Actively contributing to the external Budget process, long-term planning processes and internal budgeting processes
- Assisting MPI financial decision-making and resource use analysis by developing models to enable scenario and “what if” analysis
- Developing, implementing, and improving our ability to track and monitor Ministry-wide cost pressures and financial risks
- As a key team member of the team, participate in value for money reviews, value initiatives, and “deep dives”
- Contributing to the development and delivery of MPI's Estimates and Supplementary Estimates

Mōu - About You
To be successful in the role, you will have a previous track record of successful financial analysis and management, coupled with a high-level of strategic capability and the ability to maintain a clear focus on long-term organisational and financial goals. You will be highly analytical, with a strong attention to detail and possesses intellectual curiosity. You have well-developed financial modelling skills and understand how to structure and develop financial models to support decision making.
You will need the following skills and experience to be successful:

- Experience in developing long-term financial plans, knowledge of strategic and business planning and budgetary processes
- Significant experience leading the delivery of business and financial advice in a public sector and/or commercial environment
- Understanding of, and experience in the development and implementation of value for money (value management) frameworks
- Experience in managing relationships with internal and external stakeholders with demonstrated management success in building relationships and gaining the support and participation of key individuals and groups
- Well-developed ability to package data and assemble analysis and insights to tell a compelling financial management and performance story
- A high-level understanding of management and strategic issues
- A solid understanding of New Zealand's public sector financial management processes, systems, and the machinery of government.

Strategic Finance is a specialist/expert team in MPI, with deep skills in analytics, modelling, long-term strategic financial planning, performance planning / reporting, financial story-telling, and financial risk management. The team provides long-term strategic financial planning services, analytics services, financial insights, and assistance to lift MPI's financial and business performance.
Strategic Finance is responsible for developing and refining MPI's long-term strategic financial plan. The team acts as an internal consultancy / advisor on long-term financial planning and value management.
