Robert Walters has been exclusively engaged to search for the newly created position of Deputy Chief Commercial Officer for NZDF.

Every hour of every day, 365 days of the year, the New Zealand Defence Force is contributing to the defence, security and well-being of Aotearoa / New Zealand.

Defence Commercial Services (DCS) is a unit within the wider Joint Defence Services (JDS) Portfolio. JDS enables Defence Force operations by synchronising key pan-NZDF enabling functions including Logistics, Communications and Information Systems, Security, Information Security and Commercial Services.

The effective and efficient delivery of these enabling functions is a key contributor to the operational effectiveness of our Defence force. In this sense, Joint Defence Services are a force behind our Force.

**About the role**:
The purpose of this position is to be the 2-I-C for the Chief Commercial Officer. It is a senior leadership role within, DCS, reporting to the Chief Commercial Officer (CCO), providing both cover and delegated substitution for the CCO where required to represent the interests of DCS.
This position is a significant contributor to the development of strategy and planning for DCS. It works across the CCO’s direct reports to ensure successful execution of DCS’ objectives.
This position also manages, develops and enables the performance of 4 DCS Commercial & Procurement Practice Leads.
Providing effective leadership of the wider operational delivery team will define the success of this position.

**Key Responsibilities**:

- Lead and support the development and execution of strategy for NZDF that:

- supports and contributes to delivery of the Force for New Zealand strategy;
- drives active consideration of a commercial approach to procurement decision making with the NZDF;
- optimises the resources available within the NZDF Commercial Function and DCS;
- uses creative approaches to solve strategic problems; and
- creates breakthrough strategies and plans.
- Contribute to the long-term viability of the organisation through the promotion of sustainable, commercially oriented outcomes in NZDF’s strategic supply arrangements.
- Manage a fit for purpose Commercial Centre of Expertise to professionalise procurement practices within the DCS
- Ensure that DCS’ business tools and systems are effective, scalable and available for use at all times.
- Develop, monitor and report on key performance indicators for the NZDF Commercial Function.
- Lead on the preparation, implementation, and achievement of the DCS Business Plan.
- Oversee DCS’ operating budget is effectively managed and report any variances each month.
- Review and provide expert guidance on financial analysis techniques such as cost/price, whole of life costing and cost volume profit concepts.
- Leading, developing and managing the Commercial Team through your direct reports.

**Key Requirements**:

- At entry, has a minimum of 12 years’ experience in the management of public and/or private sector procurement, preferably in a large organisation with multiple customer and stakeholder expectations.
- MCIPS qualified is essential.
- A relevant tertiary qualification is desired with extensive NZDF or business related experience in a complex commercial environment
- Desirable - ongoing professional development - e.g. CIPS Chartered Status.
- In depth knowledge, experience and understanding of end-to-end procurement processes and systems in a multi-faceted service operation.
- Staff management experience, demonstratable success in managing senior commercial leaders.
- Experience establishing and maintaining stakeholder relationships.
- Experience in effectively managing a wide range of issues and relationships.
