Te Whiwhinga mahi | The opportunity

We are looking for a dynamic and experienced Learning & Organisational Development Business Partner (L&OD BP) to join our integrated Learning and Organisational Development (L&OD) team within our newly shaped People and Safety (Pūmanawa Tāngata) Group. This role is pivotal to the success of the new operating model as we seek to deliver a high level of value for NZTA | Waka Kotahi. The L&OD team will be focused on creating and delivering capability and solutions for NZTA | Waka Kotahi that are high quality, practical, measurable (ROI), and simple for our leaders and employees to engage with. We take great pride in the work we produce and how we help the organisation move forward. As our L&OD BP, you will be a member of the L&OD leadership team, reporting directly to the Head of L&OD.

Your work will have you collaborate with our HR and Talent BPs and our business leaders to truly understand and assess the needs of the business groups in the portfolio you support. You will be well equipped by our L&OD Leads and L&OD Operations team, who have developed methods, toolkits, resources, and systems that you can apply and customise to provide practical and effective solutions. The L&OD capability includes workplace learning/training, leadership development, capability frameworks, diversity and inclusion, employee engagement, and other important areas that support the business group's people plans to help raise the performance of their groups.

Your ability to balance the strategic enterprise perspective with practical advice and solutions at the group level will set you apart - you will need to drill down not only to what the business wants, but also what it needs to ensure that performance is lifted, and that strategic goals are achieved. You will also proactively gather business insights that can be fed back to the L&OD team to help improve and enrich our programmes and services.

A key priority of the role will be implementing fit for purpose people plans for the business groups you support, that reflect alignment with our NZTA | Waka Kotahi People Strategy. Intrinsic to all of this is the need to model and drive consideration for outcomes for Māori and embedding of Te Ao Māori in all we do, as well as supporting other organisational inclusion priorities.

Ko koe tēnei | About you

This role will be suitable for someone who is at the top of their game across the OD space, as well as L&D and/or the broader HR landscape. You will also be passionate about the development of leaders, individuals and teams, with a commercial edge, and excel at coaching and influencing leaders and leadership teams to get results and enhance their capabilities. Experience working shoulder to shoulder with senior business leaders and HR and Talent BPs in a consultative role with demonstrated achievements helping leaders and groups be more effective is highly desired.

To succeed in this role, you will be someone who has a demonstrated track record of:

  • Flexing your style to work effectively across all levels of leadership, demonstrating the gravitas and presence necessary to gain credibility working with executive leaders, while also being approachable and relatable when working with front-line managers
  • Effectiveness in managing multiple demands from diverse stakeholders
  • Building and maintaining strong working relationships with relevant stakeholders and colleagues to analyse needs, identify gaps, and deliver results
  • Strong facilitation skills and the ability to hold the room when leading meetings with teams, with a proven ability in leading change processes, gaining buy-in, and addressing resistance to help groups achieve their desired outcomes
  • Excellent understanding of commercial aspects, such as budget management and procurement
  • Experience partnering across large, complex and/or government organisations
  • A tertiary qualification in a related discipline such as Human Resources, Commerce, or Psychology is preferred
