We have an exciting opportunity for a Senior Data Analyst to join the Markets Domain, leading MBIE's energy modelling work. This role is perfect for someone who is looking to take the next step in their analytics career, leading large and complex analytical projects in the energy sector.

In this role, you will use your skills and expertise to lead the delivery of a robust and compelling evidence base to inform key policy decisions in the energy sector. This will see you managing a complex modelling and analytical work programme, ensuring effective delivery of the Ministry's energy modelling services and leading the ongoing development of the Ministry's core modelling tools.

Using your well-developed modelling and analytical skills, you will analyse potential futures of energy supply, demand, and greenhouse emissions. You will also produce analysis and evidence to inform policy development and design, including analysing policy options and monitoring how policies are tracking. You will work closely with policy teams, translating requirements into effective solutions to provide the evidence they need to inform their advice to Ministers.

You will have excellent communication skills and be a natural relationship manager, being comfortable in building relationships with a wide variety of stakeholders within MBIE, across Government, and in the energy sector.

Your commitment to innovation and continuous improvement and generating new ideas and ways of doing things will ensure that the Ministry's core modelling tools and methods remain fit-for-purpose to produce impactful insights for decision-makers.

You will have significant experience in econometrics, applied economics, statistics, or data science, including well-developed programming skills in at least one statistical programming language. Experience in the R statistical language is preferred. Knowledge of the energy sector is beneficial.

About The Team

The Domains team in the Data Service Delivery Unit supports policy analysis, regulatory monitoring, and decision-making by delivering high-quality, trusted data assets and innovative analytical solutions. It is made up of five data domains that support MBIE portfolios.

This role reports to the Lead Domain Analyst (Markets). The Markets Domain sub-team is responsible for the energy and resources portfolios. It covers the entire data pipeline from primary data collection through to generating insights to inform decision-making. This includes:

  • Sourcing and procuring data.
  • Producing official statistics on the energy sector.
  • Fulfilling New Zealand's energy sector reporting obligations to international agencies.
  • Producing projections of energy supply, demand and greenhouse gas emissions.
  • Undertaking modelling and analysis to inform policy development and design.

We support and influence the policy debate and provide direct advice to Government and information to stakeholders and the public.

Skills and Experience Required

We are keen to hear from you if you have the following:

  • Experience in modelling, forecasting, econometrics, or a related discipline is essential.
  • Knowledge of, or experience in, the energy sector is an advantage.
  • Experience in developing, leading and implementing large and complex projects.
  • Intermediate to advanced skills in R, or a comparable statistical programming language.
  • Is self-starting and comfortable with ambiguity.
  • Can deliver high-quality results under pressure and in a changing environment.
  • Is customer-focused and can develop strong relationships with a range of stakeholders. A large part of this role is understanding the needs of our stakeholders and communicating complex ideas to them.
  • Enjoys working in a heavily team-focused, collaborative environment.
  • You must have the legal right to live and work in New Zealand and be able to satisfy the Ministry's security clearance requirements.
