Mō te tūnga | About the role The Homelessness policy team provides advice on a range of social, economic, housing, and urban issues impacting those who are experiencing, or at risk of experiencing homelessness.

The team leads and supports policy and legislative interventions that are informed by the critical outcomes people want and need from their housing environment.

The Homelessness team operates within the System Policy branch, which plays an important system leadership and stewardship role for the housing and urban development systems.

We work across a wide range of areas focusing on identifying system level problems and the barriers to change, developing policy solutions that enable HUD to achieve its strategic objectives, and advising Ministers and decision makers.

Our work is informed by, and influences, a range of key stakeholders including:
other government agencies, local government, iwi and Māori, housing providers, and community organisations.

In this role you will have the opportunity to work on topical, complex and high priority issues, while being provided with strong support networks and development opportunities.

You will lead and contribute to projects, working across HUD, with other agencies and stakeholders to undertake analysis on cross-cutting issues; advising Ministers on interventions needed to achieve system level changes; and influencing others across the system to help realise change.

You will work collaboratively with the other Principal Policy Advisor and the Manager to set, plan and manage the team's work programme.

You will also work as part of System Policy Principal's cohort to provide collective thought leadership across the housing and urban development systems and support the management team to identify and deliver on priority areas.

You will support and encourage the development of Seniors and Analysts within the team and wider branch, including through providing support for developing and refining policy skills.

The salary range for this role is between $137,507 and $168,065.

Appointment to a step within the salary range will depend on the experience and skills the person brings to the role.

You will work collaboratively with your peers and the Management Team to set and manage the delivery of the work programme, support the development aspirations of Analysts and Seniors and play a role in shaping the Team and Unit's culture.

You will have proven experience as a policy leader working in, or with, Government, and in influencing stakeholders in a related field.

It's not required but could be beneficial to have social policy experience and an understanding of the housing system or of a related sector.

You will also have an active interest in helping to shape how we do the work and have demonstrated experience in coaching/mentoring others, contributing to quality of policy advice initiatives and working collaboratively with others on cross-cutting issues.


What you'll bring to the role:

  • Demonstrated experience leading complex central government policy projects
  • Experience in building strong relationships within and across government, community, and/or Māori/iwi organisation
  • Experience (and a high degree of comfort) dealing with ambiguity and an ability to manage and lead work programme
  • Proven ability to communicate with influence
  • Demonstrated experience coaching/mentoringSeniors and Analysts
  • Experience and interest in being part building a supportive and collaborative team culture
  • Experience and interest in working collaboratively to support quality of policy advice initiatives
  • Ability to work collaboratively to set and manage the delivery of crosscutting priority work programmes
  • A relevant tertiary qualification.
