The Consumer Engagement and Whānau Voice business unit was established to provide support to Te Whatu Ora to be consumer and whānau-centred, reflecting the needs and preferences of the communities they serve, giving effect to the Ministerial Code of Expectations for Consumer Engagement.

This role sits within our Asian Health Services team, which supports Te Whatu Ora to deliver culturally appropriate, accessible, responsive, and effective services to our growing Asian migrant and former-refugee communities.


In this role, your primary purpose will be to ensure that key programmes of work and projects are delivered efficiently and effectively within the scope of the Asian Health Services (AHS) Transformation Programme.


On a day-to-day basis, you will provide leadership support and management across projects and programmes, ensuring that key milestones and outcomes are delivered within scope, on time and within budget.

As part of this, you will provide regular reporting and progress updates to the Operations Manager of Asian Health Services (AHS) and key stakeholders.

You will also be responsible for the design and implementation of operating models and processes to support the nationalisation of Asian and Ethnic Health Services (AEHS), the nationalisation of health interpreting services and any other related projects.

As part of your role, you will work collaboratively with Te Whatu Ora's enabling Business Partner functions (e.g. HR, OD, IT, Commissioning, NPHS and Finance).

You will also work closely with stakeholders, developing and building relationships across Asian Health Services, Te Whatu Ora internal services, external agencies, and Asian and ethnic communities.


This is a fixed term role, ending June 2025. This role is internal and open to existing Te Whatu Ora or Te Aka Whai Ora employees only.**
Mōu | About you
You will be a knowledgable and adaptable Project or Programme Manager, with experience working within health.

Ideally, you will have previously worked in a large organisation where you have been responsible for multiple work streams at one time.


You will be a strong leader with the ability to manage your team effectively, ensuring that they are working effectively to achieve key deliverables, and providing support and guidance to them where needed.


You will be required to work with a range of stakeholders both within the organisation and externally, so you will need to be an excellent communicator with a strong stakeholder focus, who understands the needs of Asian and ethnic communities and the importance of nationalising these services.

You will need to be someone who can build strong relationships and leverage these relationships to support the delivery of the desired utcomes in this role.


Ngā pūkenga me ngā wheako | Skills and experience

  • Relevant graduate qualification and extensive health sector experience preferably in Public Health.
  • Proven ability to lead large scale, multi programme/project coordination and delivery across diverse functions, at a senior level.
  • Proven experience successfully leading large diverse teams through change and achieving improved results while navigating a highly nuanced and complex system.
  • Proven experience in successfully developing and maintaining a structured approach to managing a wide range of stakeholder and professional relationships both internally and externally.
  • Exceptional influencing, partnering and relationship building skills and the ability to facilitate, negotiate, and align competing interests.
  • Strong communication and facilitation skills, with a focus on engagement methods, stakeholder management, and the ability to present information that is targeted and tailored to the audience.
  • Strategic project documenting and professional reporting skills, and extensive skills to handle OIA requests and official responses.
  • Project management experience with any Asian and Ethnic health project on a national scale
