This is a pivotal position leading implementation of the proposed Spatial Planning Act (SPA), including coordination of central government's new role in regional spatial planning.

Mō te tūranga mahi | About the role

The Government has recently agreed to establish the Spatial Planning Board (SPB), an interdepartmental executive board, from 1 July 2023.

The SPB is responsible for governing the implementation of the SPA. The SPB repurposes the existing Strategic Planning Reform Board, which has been responsible for the development of the SPA.

The SPA is a key component of the current Resource Management Reforms and works in tandem with the proposed Natural and Built Environments Act.

The SPA provides for the development and implementation of long-term, strategic spatial planning across New Zealand through the development of regional spatial strategies (RSS).

RSS will set out a vision and objectives for a region's development and change over a 30-year-plus time span and integrate planning across different legislative frameworks associated with the management of the natural and built environment.

As part of governing the implementation of the SPA, the SPB's responsibilities include:

  • coordinating central government's input into regional planning to support the central government appointee to each Regional Planning Committee,
- monitoring and evaluating the effectiveness of the SPA, and
- supporting the overall transition and implementation of the new regime.


The SPB will comprise Chief Executives from central government agencies (the exact membership will be announced shortly by the Public Services Commission) and will be supported by a unit hosted by the Ministry for the Environment.

The SPB reports to the Minister for the Environment.

We are looking for a Chief Advisor to work closely alongside the Executive Director to support the Board in advancing its implementation role and to establish the new support unit.

You will provide strategic leadership and advice across the SPB's responsibilities, including in the development of an overarching vision, implementation strategy and associated work programme.

You will play a key leadership role in collaborating with agencies right across central government to ensure there is collective understanding and ownership of these deliverables and the ability to deliver all-of-government contributions to regional planning committees.

This is a fixed term / secondment role specifically designed to provide leadership and support over the new Board's establishment phase, while permanent appointments are being made to key leadership positions within the support unit.

Whānuitanga Utu ā-Tau | Salary range
Salary range for this role is $216,313 to $263,495 pa. Appointment within this range will be based on skills and experience.
