The value of the Senior Portfolio Analyst role comes by way of providing strategic analysis and advice across all programmes and projects within the portfolio, identifying and reporting areas of concern and supplying senior leadership with accurate information on which they can base their decision making.

The Senior Portfolio Analyst role plays a key part in providing senior leadership assurance that the portfolio goals remain achievable and highlighting the impacts of any potential changes in delivery priorities.

The Senior Portfolio Analyst provides essential support to the Portfolio Delivery Manager.

The role will report to the Portfolio Delivery Manager and be part of a wider network of Portfolio Team within NZ Police's Transformation and Change group.


Key Responsibilities:

Portfolio Analysis

  • Lead the development, implementation, evaluation and review of Portfolio analysis tools, standards, methods, and policies in line with best practice
  • Scan the horizon for relevant domestic and international industry developments that may impact New Zealand Police's portfolio analysis processes and recommend any changes to the Portfolio Delivery Manager on required interventions
  • Support initiatives to build the capability of portfolio analysis
  • Coordinate portfolio analysis quality assurance processes
  • Contribute to the development, implementation, evaluation and review of quality management processes and standards
  • Document and implement any new workflow processes and procedures aimed at reducing risks and/or improving quality and automation opportunities
  • Provide support and advice to portfolio staff members in the analysis of programmes and projects
  • Support the Senior Portfolio Advisor / Portfolio Delivery Manager
Portfolio Planning

  • Support the Senior Portfolio Advisor / Portfolio Delivery Manager
to provide high quality and informed recommendations to ELT, SMPGG, IPO and other relevant governance committees on programmes and projects to be included/deferred or closed as per the agreed investment / sub-portfolio plan

  • Lead delegated portfolio analysis assignments of a complex nature
  • Analyse portfolio viability and make recommendations on the programme / project mix to the decisionmakers
  • Provide strategic portfolio analysis advice of all programmes, projects, and interdependencies, reporting anomalies or areas of concern to the Senior Portfolio Advisor / Portfolio Delivery Manager
  • Balance / optimise the portfolio in terms of strategic goal attainment versus delivery capacity/capability and business as usual priorities
  • Manage the prioritisation model.
Analysis and Reporting

  • Provide high quality analysis to support the decisions of Governance committees
  • Feed into the review of appropriateness and deliverability of the portfolio
  • Monitor and mitigate the relative business priorities and risk profiles
  • Track and report on Portfolio Dependencies
  • Provide leadership across Analysis and Reporting activities and where there are other Analysts
