Data and Analytics Programme Manager - 24 Month Fixed Term

The Data and Analytics team is responsible for the development, advice and delivery of data and analytic capability and services to the Office.

The Data and Analytics Programme is a critical component of our organization's digital transformation and will play a key role in delivering data-driven insights to support decision-making and provide parliamentary scrutiny on the performance of the public sector.

The Director of Data and Analytics is responsible for the development and delivery of significant Data and Analytics initiatives within the Office's Information Systems Strategic Plan (ISSP), including but not limited to a modern cloud-based data platform, advanced analytics, and data sharing initiatives.

This is called the Data and Analytics programme.

Reporting directly to the Director of Data and Analytics, the Programme Manager will be responsible for leading the delivery of the programme, ensuring that we meet our objectives and deliver value to our stakeholders.


Responsibilities:

  • Lead the development and implementation of the ISSP Data and Analytics programme, in alignment with the overall organizational goals and objectives.
  • Lead and manage the delivery of the Cloud Data and Analytics Platform.
  • Manage the delivery of the Data and Analytics Programme projects, ensuring they are delivered on time, within budget, and to the required quality standards.
  • Contribute to the design and lead the implementation of the refresh of analytical project practices for the team.
  • Contribute to the design and lead the implementation of strategies and programme of work to support uplift of data literacy and use of datadriven insights across the Office.
  • Build and maintain strong relationships with stakeholders, partners, and customers, ensuring their needs and requirements are understood and incorporated into the data and analytics programme.
  • Ensure the effective management of resources, including staff, budgets, and technology, to support the delivery of the data and analytics programme.
  • Develop and implement effective risk management and governance frameworks to ensure the successful management and transparency of the programme.
  • Provide regular status reports and presentations to senior management, stakeholders, and partners, communicating the progress, challenges, and risks associated with the data and analytics programme.
  • Manage the procurement of data and analytics services and technology, ensuring that procurement processes are followed and that the best value for money is achieved.

To be successful you will have:

  • At least 3 years of experience in data and analytics programme management, including experience in leading the implementation of cloud-based data and analytic capabilities, and a track record of delivering successful projects and programs.
  • Excellent stakeholder management and engagement skills, with the ability to build and maintain strong relationships with internal and external stakeholders.
  • Strong leadership and team management skills, with the ability to motivate and lead teams of data and analytics professionals.
  • Excellent communication and presentation skills, with the ability to articulate complex technical concepts to nontechnical audiences.
  • Strong project management skills, with the ability to manage projects to deliver highquality outcomes within tight timelines and budgets.
  • Familiarity with data and analytics technologies, including cloudbased data platforms, data warehousing, and business intelligence. Microsoft Azure cloud will be an advantage.
  • Relevant qualification in wellknown project management practices and methods, including but not limited to PRINCE2, PMI, and/or Agile essential.
  • A bachelor's degree in a relevant field will be an advantage.
