Are you a seasoned Business Analyst who thrives on untangling complex problems? Can you be the bridge between clinical needs and technological solutions?

Ngati Hine Health Trust (NHHT) is embarking on a critical journey of digital transformation to better serve our whānau and communities.

We are seeking an experienced Senior Business Analyst to play a pivotal role in the crucial Define Phase of this initiative.  This role is the engine room of our discovery process. You will be responsible for conducting a deep-dive analysis of our current state, engaging with stakeholders across the organisation, and translating their needs into clear, actionable requirements.  Your work will not just document problems—it will define the future, forming the foundational evidence for our multi-year Digital Roadmap and Investment Business Case.

Ngā wero | The Complex Landscape You Will Analyse

You will be the key investigator, breaking down and understanding our most significant challenges, including:

System Fragmentation & Data Silos:

  • Map disjointed data flows between systems (e.g., Whānau Tahi, MedTech, FSNet, NOTED) to identify critical integration points, risks, and information gaps.

Manual Process Inefficiency:

  • Analysing nursing workflows reliant on paper forms and identifying opportunities for digital enablement.

Clinical System Limitations:

  • Investigating the specific limitations of MedTech for mobile services and the incompatibility of the Palace app, detailing their impact on service delivery.

Operational Barriers:

  • Uncovering the root causes of procurement inefficiencies and training deficiencies that lead to technology gaps.

Infrastructure Vulnerabilities:

  • Documenting the business impact of aged hardware, connectivity issues, and lack of power resilience on clinical services.

Ngā whāinga matua | Key Objectives of the Role

Your primary deliverables will be a set of comprehensive analysis artifacts that will guide the Trust's future investment, including:

  1. As-Is Process Mapping:

  2. Detailed maps of critical clinical and business processes, highlighting pain points, redundancies, and data handoffs.

  3. Stakeholder Requirements Catalogue:

  4. A structured document capturing the functional, non-functional, and clinical requirements from all key user groups (GPs, nurses, mobile teams, administrators, leadership).

  5. Gap Analysis Report:

  6. A clear analysis of the gap between our current systems' capabilities and the strategic needs of NHHT.

  7. To-Be Process Design:

  8. High-level designs for future, optimised processes enabled by integrated technology.

  9. Options Analysis & Recommendations:

  10. Evaluation of potential solutions (build vs. buy, phased approaches) based on cost, benefit, risk, and alignment with strategic goals, contributing to the overall Business Case.

  11. Contribution to the Business Case:

  12. Providing the critical analytical evidence on current costs, risks, and potential benefits to support the investment case.

He kōrero mōu | About You

To be successful in this role, you will be a master of your craft, with:

  • Proven experience as a Senior Business Analyst on complex, multi-stakeholder projects, preferably in healthcare or the public sector.
  • Expertise in a range of BA techniques: requirements elicitation (workshops, interviews), process modelling (BPMN/UML), and gap analysis.
  • Exceptional facilitation skills, with the ability to build rapport with clinical staff, understand their workflows, and translate their needs into technical requirements.
  • Strong analytical and problem-solving skills, with a talent for seeing the root cause beyond the symptoms.
  • Experience analysing and documenting data flows, system integrations, and infrastructure dependencies.
  • Excellent written and verbal communication skills, capable of producing clear, concise documentation for both technical and executive audiences.
  • A deep empathy for the challenges faced in community and indigenous health settings.
  • Knowledge of, or a strong willingness to learn about, Te Ao Māori and its application in a health context.
  • Familiarity with tools like Visio, Jira, Confluence, or similar.
