Mo m tou | About us:

The Commission was established by the Climate Change Response (Zero Carbon) Amendment Act 2019 ('the Zero Carbon Act'), which amended the Climate Change Response Act 2002 (CCRA).

The Commission plays a key role in developing and implementing clear and stable climate change policies in Aotearoa New Zealand. We do this by providing independent, expert advice to the Government of Aotearoa New Zealand on both mitigating and adapting to the effects of climate change. We also monitor and review the Government's progress towards its emissions reduction and adaptation goals.

In the past six years weve provided advice on emissions budgets, emissions reduction plans, agricultural emissions pricing, NZ Emissions Trading Scheme settings, the 2050 target and whether to include international shipping and aviation emissions. Ng Tunga | The Role:

The Analytics and Economics team develops evidence and advice on cross-sector impacts and policies to help people make good decisions about reducing emissions and adapting to the effects of climate change. This team includes the Commissions NZ Emissions Trading Scheme (NZ ETS) experts, economists, and modellers.

We are looking for someone with NZ ETS policy experience and strong quantitative analysis skills who can work collaboratively in a matrix structure to advance the Commissions work programme. This includes contributing to current statutory deliverables and setting up the analytical foundations for future advice.

Over time, this role is expected to contribute to the Commissions advice and monitoring work, including:

  • Advice on NZ ETS unit supply and price control settings

  • Monitoring of cross-sector policy as part annual emissions reduction monitoring

  • Five-yearly emissions budgets advice

  • Five-yearly 2050 emissions reduction targets advice.

O pumanawa | About you:

You will have or be developing towards having the following:

  • Significant experience or background in climate policy and systems-level analysis, preferably with strong NZ Emissions Trading Scheme policy experience.

  • A relevant tertiary qualification, preferably post-graduate or equivalent experience

  • Strong knowledge and experience of a range of research, evidence and analytical methods, including emerging and innovative approaches and frameworks

  • Knowledge and awareness of quantitative analysis tools, such as excel, python, R and dashboard platforms.

  • Capability to undertake and direct complex modelling and analysis including working with external consultants and experts and developing models

  • Sound judgement and awareness of the context within which advice is formulated and communicated

  • Strong logic and reasoning skills to identify the strengths and weaknesses of alternative solutions

  • Highly developed communication skills, both oral and written.

  • An understanding of government processes, systems and tools.

  • An understanding of the principles of Te Tiriti o Waitangi, te ao M ori and experience engaging with Iwi/M ori

Mo enei turanga mahi | The role will involve:

  • Applying frameworks and undertaking quantitative and qualitative analysis to inform evidence based and independent advice.

  • Leading data, modelling, and other quantitative analysis as part of the work of the team.

  • Framing and communicating advice in a way that recognises the needs and concerns of the audience.

  • Making sound, timely decisions that keep the organisation and work moving forward.

  • Leading and contributing to multiple pieces of work concurrently.

  • Supporting other Commission staff and contributing to the expert analysis provided to the Board, taking on feedback and making enhancements to enable effective decision making.

  • Engaging with iwi/M ori in a manner that upholds Tikanga and recognises the Crown - M ori partnership under the Treaty of Waitangi.
