The New Zealand Government, through the Ministry of Foreign Affairs and Trade (MFAT), is partnering with the Government of Tuvalu to strengthen the management of Tuvalu's fisheries resources. As part of this, MFAT and the Tuvalu Fisheries Authority (TFA) are seeking a Tuvalu Inshore Fisheries Adviser (IFA) to provide specialist technical assistance and capacity development support to the TFA's Coastal Fisheries Section.
This role will be contracted directly to MFAT and will work closely with the TFA Managing Director and Principal Fisheries Officer (Coastal). The IFA will play a critical role in supporting the implementation of the TFA Corporate Plan 2026–2028 and the Tuvalu Fisheries Support Programme Phase 3 (TFSP3), with a focus on inshore and community-based fisheries management.
This is a part-time advisory role (approximately 120 working days per year), ideally based in Funafuti, though remote working with extended in-country visits can be negotiated.
The Key Functions for the Tuvalu Fisheries Adviser (Offshore) are to:
- Support the Coastal Fisheries Section to deliver its priorities under the TFA Corporate Plan.
- Assist with the implementation of coastal fisheries management plans across all islands, including data collection, analysis, and compliance systems.
- Train and support Community Fisheries Officers and help deliver community fisheries projects.
- Provide technical advice on aquaculture initiatives, including milkfish farming and giant clam hatchery production.
- Contribute to TFSP3 activities such as strengthening laboratory services and conducting training needs assessments.
- Mentor and support TFA staff to improve communications, teamwork, and management practices.
- Collaborate with the Offshore Fisheries Adviser and regional MFAT fisheries programmes to align training and capacity building opportunities.
The qualifications and expertise required to be successful in this role will include (among other things):
- A tertiary qualification in fisheries management, marine ecology, or a related discipline (MSc or higher desirable).
- At least 10 years' relevant work experience in developing countries, preferably in the Pacific Islands region.
- Previous experience in Tuvalu is highly desirable.
- Strong background in tropical coastal fisheries management, ideally with community-based approaches.
- Experience in training, mentoring, and capacity building of counterpart staff.
- Ability to work effectively with a wide range of stakeholders, from fishers and village leaders to government officials.
- Willingness to spend extended periods in Funafuti and undertake fieldwork in outer islands (if not based in-country).
- Strong analytical, planning, and reporting skills, with proven ability to deliver results in challenging environments.

You will demonstrate professionalism, political neutrality, and a strong commitment to MFAT's development cooperation principles, while adapting your approach to the needs of both national and community-level partners.
The appointee will be expected to adhere to the professional standards of a senior technical adviser and operate with integrity, transparency, and respect for Tuvalu's cultural, institutional, and community contexts.
This is an exciting opportunity to contribute to sustainable coastal fisheries management in Tuvalu, supporting livelihoods, food security, and community resilience. The initial assignment will be for three years, with potential extensions subject to performance review. The role will commence in February 2026.
