Probity and Assurance Lead
Health New Zealand | Te Whatu Ora is the country's largest employer, delivering universal public healthcare to 5 million New Zealanders.
We provide essential hospital, specialist, and community health services across 80+ locations — from large urban centres to rural towns and remote communities.
Our goal is to improve health outcomes for all New Zealanders by delivering equitable, accessible and innovative care.
About the Role
As Probity and Assurance Lead within the Infrastructure and Investment Group (IIG), you will provide strategic leadership and expert guidance to ensure integrity, transparency, and assurance across Health New Zealand's infrastructure investments.
You will be responsible for designing and embedding comprehensive assurance and probity frameworks that uphold Health NZ's reputation and enable informed, accountable decisions. You will also drive continuous improvement by analysing trends and insights from assurance activities and Gateway Reviews, ensuring common themes are identified and addressed at both portfolio and organisational levels to strengthen and enhance delivery performance.
Beyond frameworks and processes, this role is about shaping culture. You will champion ethical practice, risk awareness, and continuous improvement across the organisation, ensuring that all activities align with legislative requirements, organisational values, and the Pae Ora vision for a reformed health system.
About the Team/Service/ Location
The mission of the Health New Zealand Infrastructure and Investment Group (IIG) is to provide the safe, fit for purpose health facilities, sites and equipment that are essential for a well-functioning health system. The IIG leads investment by understanding and managing these well, ensuring health facilities, sites, and equipment with the highest need of investment are prioritised and standardising the way these are delivered, maintained, refurbished or redeveloped.
About you
You are a trusted advisor and strategic thinker who thrives in complex environments where governance, integrity, and transparency are paramount. You bring a strong foundation in assurance, audit, or risk management and have the confidence to influence senior leaders and governance bodies. You have the ability to analyse complex information, identify systemic trends, and translate insights into actionable recommendations.
You're passionate about ethical practice and committed to embedding probity principles across large-scale programmes and projects. You understand the importance of safeguarding organisational reputation and stakeholder confidence, and you have the skills to design frameworks that deliver robust assurance at every stage of the investment lifecycle.
You build trusted relationships across diverse teams and external partners, including auditors, regulators, and vendors. You know how to navigate competing priorities and maintain focus on what matters most, delivering infrastructure investments that support equitable, high-quality healthcare for all New Zealanders.
You will bring:
- Tertiary qualification in business, finance, risk management, public administration, or a related field
- 5+ years' experience in assurance, audit, or risk roles within large, complex organisations
- Strong understanding of governance, compliance, and probity principles
- Ability to analyse complex information and communicate insights clearly
- Excellent interpersonal and relationship-building skills
- High ethical standards and professional integrity
- Experience providing assurance in infrastructure or major projects (preferred but not essential), ideally within health or large-scale capital programmes.
