About the Role

The Strategy and Policy Lead is responsible for shaping and overseeing the strategic and policy framework for Health New Zealand's Procurement, Supply Chain & Health Technology Management (PSC & HTM) functions. This role ensures alignment with organisational goals, regulatory compliance, and best practice standards while driving transformation and continuous improvement.

Key Responsibilities include:

  • Lead and deliver PSC & HTM strategies and policies, ensuring seamless integration with Health NZ's strategic frameworks.
  • Drive national policy development for PSC&HTM ensuring organisational alignment and influencing cross-directorate initiatives to strengthen PSC & HTM impact.
  • Support strategy development and lead strategy reporting
  • Champion transformation, embedding Te Tiriti o Waitangi, equity, sustainability, and human rights into every policy and strategy.
  • Collaborate and innovate with stakeholders to boost efficiency, accountability, and continuous improvement across PSC & HTM operations.

About the Team/Service

The Procurement, Supply Chain and Health Technology (PSC&HTM) team at Health New Zealand | Te Whatu Ora are a national function with a vast and complex scope. They play a critical role in ensuring the availability, safety, and efficiency of clinical and non-clinical goods and services across the health system. Responsible for managing and influencing over $9 billion in annual spend, the team are central to delivering high-quality patient outcomes and standardising product usage across regions.

About you

You are an accomplished policy advisor with proven expertise in driving complex initiatives, particularly in policy formulation, implementation, and regulatory compliance. A confident and influential communicator, you excel at partnering with senior leadership and fostering cross-functional collaboration to deliver impactful, strategic outcomes.

You will also have:

  • Minimum of 8 years' experience in strategy and policy development
  • Outstanding communication and stakeholder engagement skills, with the ability to influence and build strong relationships.
  • Advanced analytical and critical thinking abilities, delivering sound judgment and evidence-based solutions.
  • Proficient in applying frameworks, tools, and methods, with a strong focus on procurement and supply chain best practices.
