Analyst/Senior Analyst - Treaty Analysis and Capability

Kōrero mō te tūranga - About the Role
As part of Fisheries NZ's commitment to strengthening our partnership with Māori, a new Fisheries and Aquaculture Treaty Partnerships Directorate has been formed. As an Analyst or Senior Analyst, you will join the growing Treaty Analysis and Capability team to provide advice and build our cultural and engagement capability so that all our practices embody Treaty principles, Mātauranga Māori and protect Māori Rights and Interests.
You will deliver analysis on the effects of Crown policy and management proposals on Māori rights and interests secured by the Treaty of Waitangi, Treaty Settlements, and Protocols.

**Your core responsibilities in this role include**:

- Contributing to strategic advice on the Treaty implications of programmes and policies.
- Developing strategies, plans, programmes, and regulatory responses to enable Fisheries New Zealand to identify and discharge its Treaty of Waitangi obligations when undertaking research, fisheries planning, and management of New Zealand's fisheries and aquaculture resources.
- Contributing to the development of plans, programmes, and regulatory responses to enable tangata whenua to exercise customary fishing rights, and for tangata whenua and Māori to improve the value of and benefits from their commercial fisheries and aquaculture assets received through Treaty settlements.

Mōu - About You

**We are looking for someone who has**:

- A strong understanding of management policies relating to the Principles of the Treaty of Waitangi and the Crown's obligations to Māori under the Treaty of Waitangi.
- Proven analytical ability in law or natural resource management.
- A good understanding of Te Ao Māori.
- Previous experience working in partnership with Māori and/or strategic leadership.
- Proven ability to work with stakeholders with diverse skill sets and information requirements, and to build credible and effective relationships.
- Confidence in managing relationships with difficult stakeholders, with sound experience in achieving beneficial outcomes through negotiation and conflict management - especially with Māori.
- Sound understanding of the machinery of government and regulatory best practice.
- Advanced written and verbal communication skills and the ability to effectively communicate the perspectives of Māori to a variety of audiences.
