**WAITAKI DISTRICT COUNCIL**:
The Waitaki District Council was created in 1989 and is the only district in the South Island that lies within two regions, stretching all the way from the coastline at Kakanui almost to the foot of Mt Cook, Aoraki. The Council provides a huge range of facilities and services for a population of over 20,000 residents, with Oamaru being Waitaki’s main town. **LOCATION**:
The Waitaki District offers a range of outdoor attractions and activities including ski fields, Alps 2 Ocean Cycle Track, tramping trails, fishing and hunting, surf beaches, rivers, and lakes The area is well known for their penguin colonies, Victorian Precinct’s architecture, award-winning restaurants, and locally crafted artisan cheeses. Oamaru is centrally based with Dunedin a one-and-a-half-hour drive via the Pacific Coast Highway, Christchurch three hours north, and Central Otago a quick two-and-a-half-hour drive through the picturesque Lindis Pass.

**ROLE**:
Reporting to the Deputy Chief Executive and People & Transformation Group Manager, you will provide vision and leadership across Information Systems and Information Technology (IS & IT) for the Waitaki District Council. As the Chief Digital Officer you will play a key role facilitating and enabling business change, providing guidance and thought leadership to organisation wide Transformation initiatives.

This is a key role providing leadership to the IS and IT teams, that will help foster a high performing team who leverage technology, are service focused, and have a commitment to continuous improvement.

You will be responsible for ensuring efficient use of information and technology to achieve organisational goals and objectives. This will include directing the design, planning, and implementation of enterprise technology to improve cost effectiveness, service quality, and organisation improvement of the councils’ operations.

**ABOUT YOU**:
You will have proven experience developing Information Systems/Digital Strategies in a complex environment with the ability to lead teams through change and organisation wide transformation. You will naturally have a collaborative approach to strategy development and be comfortable working with the Executive Leadership Team and relevant stakeholders across the business.

**KEY EXPERIENCE**:

- 5+ years’ experience leading and developing Information Systems / Information Technology Teams.
- Delivered new system implementations ensuring they align appropriately with Enterprise Architecture.
- Implemented strategies and programmes to increase cybersecurity.
- Experience in managing stakeholders, vendor performance, and external entities.
- Knowledgeable of business theory, processes, management, budgeting, and office operations.
- Qualifications and/or proven experience with TOGAF, COBIT, ITIL, Project Management, Software Development lifecycle methods, ITIL and SCRUM / Agile / KANBAN.
- *Previous experience in local government, transformation, and navigating change is advantageous*
