Head of Procurement and Contracts

The Christchurch City Council employs around 3000 people who are passionate about our city and communities. We provide highly used libraries, pools, parks as well as essential services like water, waste collection and specific services like dog registrations. The Procurement and Contracts Unit operates as an integral part of the Resources Group, acting as a centre-led shared service provider and enabler to the Council's business units - ensuring that Council continue to advance the social, environmental and economic wellbeing of Christchurch residents. With an eye firmly on the future - and the future is bright - Christchurch City Council needs an exceptional people leader and procurement professional to take on the role of Head of Procurement & Contracts.

**About the opportunity**

Reporting to the General Manager Resources, the Head of Procurement & Contracts takes overall accountability for the strategic direction and management of the Council's procurement and contract management function. In doing this, the Head of Procurement & Contracts will:

- Provide effective leadership of a diverse and experienced team - ensuring all team members are engaged, supported and achieving their individual and team goals.
- Take ownership of the procurement policy and strategy - develop strategic and operational plans as a framework for the development, implementation and management of best practice procurement processes, systems and policies.
- Influence wider organisational culture and behaviours - ensuring best practice is applied across all procurement activities, in alignment with Council's vision, strategic priorities and community outcomes.
- Be a champion of excellence - being at the forefront of national procurement ecosystem trends and constantly identifying global initiatives and risks that will drive outcomes both at the Council and across the national procurement industry.
- Contribute as a high performing member of the Resources Group; supporting overall planning and execution of operational initiatives.

**About you**

Smart and driven, you will be a tertiary qualified procurement, supply chain or operations professional who is a strategic thinker with strong commercial acumen - you will be an accomplished procurement professional with successful and highly regarded experience in a senior leadership role within an organisation of scale. You will have strong analytical, negotiation and communication skills and the ability to engage with stakeholders at all levels. Your real strength will be your ability to inspire, lead and motivate people creating a constructive, high performance culture. You will be experienced in taking your team on the journey with you through changes and transformation. Strong and steady leadership is the key here
