With the establishment of a new branch to lead the reform of the research, science and innovation system, we have a very exciting and appealing leadership opportunity.
This is a rare opportunity for a Manager Science Policy to join the Future Research System policy branch. As a newly established branch we are looking for a strong people leader to join our branch. Someone with a deep and broad policy background, a passion for mentoring people and developing an inclusive team as well as a motivation to get even greater impact from our research, science, and innovation system.
The Manager, Science Policy, leads a team with a busy work programme that is focused on policy reform and transition to a new research system - whilst maintaining and stewarding the existing one. You will have significant policy experience and be well versed in machinery of government, Te Ao Māori and legislative design.
We have a smart and talented team and as the Manager Science Policy you will prioritise our people and their development, act as a trusted advisor on key policy projects and as a sounding board for managers. You will also be a team player working collaboratively with other colleagues across MBIE. In return you can expect a flexible, supportive and intellectually stimulating work environment.
The appointee will have a strong background in building relationships with Ministers, senior public service officials, Māori and Pacific Partners and multiple internal and external stakeholders.
Ngā pukenga me ngā wheako e hiahiatia ana - Skills and experience required:
To be successful in this role you will be an experienced policy leader with a demonstrated ability to lead with vision and purpose, and to work well with partners on policy and implementation.
Ideally you will have a strong understanding of the science and research sector.
You will be influential with stakeholders and be a credible advisor with Ministers. You will also have experience with budget processes and legislative processes. You will like variety and pace (no two days are ever the same) and will bring a selection of the following skills and experience:
- Extensive experience managing change processes - preferably at the system level
- An agile people leader who is comfortable with ambiguity and a fast paced work environment that will evolve to support the reform programme itself
- Comfortable setting strategy for the team, driving activity, allocating resources, and ensuring cross-Ministry co
- ordination. And then pivoting the team as the next stage of the programme evolves
- Demonstrated knowledge of meeting and supporting the obligations and intent of Te Tiriti o Waitangi. Competency with Te Ao Māori and Te Reo Māori is desirable
- Experienced in coaching and developing people as well as building and enhancing the overall capability of the team to ensure quality analysis, advice and delivery
- Maintaining a high-performing policy and analysis team with an inclusive culture through good recruitment and performance management, and by developing and maintaining a culture of learning and development, safety and wellbeing within the team
- Demonstrated ability to work collaboratively with others and develop and maintain effective relationships with policy directors, fellow policy managers and teams across MBIE, and gain the trust of, colleagues, Ministers, senior public service officials and internal and external stakeholders
