Wellington City, New Zealand New Zealand Government Full time

The Crown Response Office was established in September 2024 to coordinate and facilitate cross-government decision making and implement the Crown's response to the Abuse in Care Royal Commission of Inquiry. The Office sits within the Public Service Commission. The creation of the Office within a central Government agency was a key recommendation in the Royal Commission's final report, Whanaketia - through pain and trauma, from darkness to light.

The Crown Response Office plays an important strategic, advisory and coordination role to ensure the Crown is joined up and focused on the right priorities.

Due to function growth, we currently have two newly created fixed term positions for Policy Managers until 30 June 2027. The Policy Manager leads a team responsible for developing, coordinating and delivering high-quality policy advice. The role will provide mentoring to less experienced policy analysts and support their overall professional development.

The Policy Manager will contribute to policy initiatives within the Crown Response Office through providing high quality specialist advice. This role will also provide expert advice and contribute to briefings for Government officials and Ministers, including inputting into Ministerial and Cabinet papers.

The role is accountable for helping to ensure policy is developed in an integrated way, adequately gives effect to the principles of Te Tiriti o Waitangi and appropriately acknowledges survivor voice.

Key accountabilities include:

- Manage, mentor and develop a team, fostering a high-performing, collaborative, learning and supportive team culture.
- Provide clear direction, priorities and support to ensure team members can deliver effectively.
- Oversee the work programme for team members, ensuring high quality, timely and evidence-based advice.
- Undertake complex policy analysis and provide expert advice on policy matters across the Crown Response work programme.
- Lead and contribute to policy development and policy initiatives, including with other agencies.
- Represent the Crown in the policy development process including taking part in, and leading Interagency Group agenda items.
- Ensure policy work reflects Te Tiriti o Waitangi principles and upholds the Crown's obligations to Maori.
- Build and maintain key relationships at senior levels within the Crown Response Office to enhance understanding and cooperation.
- Contribute to the overall strategy and direction of the Crown Response Office ensuring policy work aligns with the organisational objectives.
- Identify emerging risks, challenges and opportunities and develop strategies to address them.
- Recognise issues, problems, or opportunities and determine whether action is needed.
- Include others in the decision-making process as warranted to obtain the right information, make the most appropriate decisions, and ensure buy-in and understanding of the resulting decisions.

You will bring:

- Proven experience in a leadership role, managing high-performing teams in a fast-paced, environment.
- Confident in analysing complex policy issues and distilling the key issues and advice produced by others.
- Deep understanding of the policy process.
- Skilled in oral, written and visual communication to different audiences.
- Able to quickly establish and maintain relationships with stakeholders.
- An understanding and appreciation of issues and concerns within the Maori, Pasifika and tangatawhaikaha/Deaf and disabled communities.

These positions are fixed term or secondment opportunities until 30 June 2027.

The full-time salary for these roles starts at $164,759 and is negotiable depending on skills and experience. Application will close at 5pm on Monday 30 June 2025.
