The Operational Capability Manager leads a team and system that is at the forefront in driving delivery of new or improved operational capabilities to ensure that NZSIS collection efforts are effective, relevant and sustainable in a fast changing world.
What do we mean by operational capability? For us, it is the ability for our people to achieve operational objectives, such as the successful use of technical and digital capabilities, management of human sources, and better exploitation of data or deployment of surveillance assets.
The primary people we enable are our NZSIS intelligence operators, and success in this role includes leading people, processes and system-thinking. This results in NZSIS staff gaining deeper intelligence from existing and new accesses or even from targets that were previously too hard.

**The role**:
**The main work areas include**:

- designing, implementing and continuously improving the operational capability management system to ensure it is fit for purpose and delivers our mission requirements
- leading a team focused on problem solving to deliver effective operational capability which ensures operational units are enabled to conduct intelligence operations

Many of the systems and processes in this role are either in development, or entirely new, so this is an exciting opportunity to shape the way this team can best resolve capability gaps to conduct intelligence operations in support of national security outcomes.

- Build a strong level of trust with established teams and become a respected knowledge source and go-to problem solver
- Your background should include leadership, experience in intelligence; operational/project management, exposure to intelligence collection, with strong relationship management.

**Key attributes**:

- Be prepared to travel, both domestically and internationally in pursuit of operational capability planning or relationship building
- A dedicated, highly motivated team leader displaying a desire to develop high performing collaborative team
- Comfortable with breaking new ground, change, and embedding new processes and systems

To be eligible for employment within the NZIC you must have been a NZ citizen for at least 10 years. Alternatively you must hold a current NZ Residency Class Visa and ideally have been a citizen of UK, USA, Canada or Australia for at least 10 years.
