Kōrero mō te Tūranga - About the Role
MPI provides a range of cost recovered services across the Biosecurity, Food, Fisheries, Forestry and Animal Welfare systems. These services help protect New Zealand from biosecurity risks, ensure that food is safe to eat, and manage the sustainability of our natural resources and improves trading partners willingness to accept New Zealand products through improved and assured market access.
The diverse nature of MPI keeps the work varied and interesting. You will work in collaboration with business units across MPI, finance business partners, business accountants and the wider cost recovery team to ensure the charges remain appropriate and fit for purpose. We aim to provide a common approach to guide the Ministry in developing advice on when, who and how to charge services when required.
You will support MPI's range of business units as they deliver:
- biosecurity inspections to prevent pests entering the country
- develop and maintain domestic and overseas standards for food and other products
- monitor and test products to ensure consumer safety
- gain and maintain market access and providing assurances to overseas customers
You will learn a lot about New Zealand's Primary industries in this position and Government processes, policies, charging practices and regulations.
**Your core responsibilities will be to**:
- Provide core analytical support to fee reviews, develop and manage costing models and support budget processes across our business units here at MPI.
- Track service volumes, cost, and revenue movements, and understand implications for memorandum accounts (working with the business and Finance)
- Work with Finance and the business to undertake industry performance reporting on cost recovered services.
- Maintain a view on how well the cost recovery system is working generally to influence fee reviews.

You are someone who brings experience in modelling and financial analysis and are committed to continuous learning.
**You demonstrate experience in**:
- Analysing information, handling multiple priorities and deadlines while focusing on results
- Microsoft Excel and data modelling skills and able to manage data efficiently and accurately
- Transforming data into insights to support decision making with proactive problem-solving
- Communicating effectively both verbally and in writing
- Collaborative team player and great at building relationships in and outside the organisation.
Mō tō mātou Rōpū - About the Team
This is a unique Wellington based team, reporting to a personable, supportive manager in MPI's Cost Recovery Directorate. The team is made up of three Senior Advisers and one Analyst working closely alongside our Policy colleagues in Policy and Performance.
The Cost Recovery directorate is responsible for cost recovery strategy and policy implementation to ensure our cost recovery functions are aligned with best practice, well regarded by industry and an exemplar within the public service.
The team works across all MPI branches and legislation to ensure the cost recovery regulations remain accurate and fit for purpose. This includes ensuring cost recovery is enabled in new legislation, the business units understand our charging practices, and opportunities are identified to amend regulations to make them simpler for Ministers, MPI and fee payers.
