Resolution is central to policing. It drives why people seek Police assistance, underpins much of our operational response, and directly contributes to strategic outcomes such as public and victim safety, and the prevention of further offending. Effective resolution also strengthens public trust and confidence in Police, influencing our reputation and overall effectiveness.

To reflect its importance, a new Resolution Directorate has been established within the Service, Victims, and Resolutions workgroup, reporting to the Deputy Commissioner: Northern Districts. This directorate consolidates key resolution pathways-such as formal warnings, Te Pae Oranga, Prosecution, and Diversion-and works collaboratively with stakeholders to lead and enhance resolution practices across the organisation.

We are now seeking a second temporary National Advisor to join the Police Prosecutions team within the Resolution Directorate. This role supports strategic and operational policy development, contributes to key sector and Police change initiatives, and promotes evidence-based practice. The National Advisor works closely with PPS, wider Police teams, and justice sector partners-particularly the Ministry of Justice-to identify opportunities, drive innovation, and challenge conventional thinking.

This is a pivotal time for resolution and prosecutions, as we embed changes within the district court environment and strengthen frontline prosecution and resolution practices. The National Advisor is a key leadership role within a small management team, with significant influence over justice process efficiency, PPS performance, and operational policing outcomes.

This position offers a unique opportunity to shape and lead critical change across the justice and policing landscape.

**Key Accountabilities**:

- Provides advice, guidance, leadership of key sector and NZ Police prosecutions and resolution change initiaives, including in relation to strategic policy, operational policy, sector and Police programmes of work and project, and evidence-based practice.
- Works proactively with NZ Police Policy Group on a range of **strategic policy**initiaives, pertaining to the policy and legislative agenda of the Government, sector, and Police.
- Manages a range of **existing PPS operational policies** - including Criminal Disclosure, Bail, prosecuting family violence, Charging Decisions, Criminal Procedure, 3-Strikes, and Diversion.
- Leads, drafts, coordinates, and manages the production of **new policy and practice**, such as the NZ Police Charge Withdrawal Policy, PPS Prosecutor deployment policy, Diversion charging decisions against Police staff practice guidance.
- Leads the design, delivery, and advancement of key **Police and PPS projects**, such as the PPS File Analysis and Grading system that provides performance and monitoring data to districts about file quality.
- **Leads key projects**, such as the implementation of the new Solicitor General's Prosecution Guidelines, and the NZ Police Resolution Framework.
- Contributes to the provision of **advice and guidance on key Police and justice sector change initiaives** to ensure PPS/Resolutions perspective, such as Remote Participation, Criminal Process Improvement Programme, ReFrame, Te Ao Marama, Young Adult Court, Alcohol and Other Drug Treatment Courts, and the Prosecution Uplift Programme.
- Designs, leads, and delivers key data, and undertakes **research and analysis**, to provide evidence-based insights. For example, manages the relationship with EBPC and external researchers seeking access to PPS resources for research purposes; designs and delivers all PPS surveys, including the annual District Court Judges Survey; designs and manages bespoke research work, such as the Targeted Case Progression Randomised Controlled Trial.
