**About The Role**:
The Clutha District Council provides services to a diverse community that includes the jewel in the crown of New Zealand tourism - the Catlins, a natural wonderland with spectacular scenery. Clutha District Council is based in Balclutha, 80km south of Dunedin. The district is predominantly rural covering 6,335km2, and is home to a population of 18,650. The council employs 143 FTE’s and has a total operating revenue of $48 million.
The council’s vision is that Clutha district is a great place to live, work and play. The district is growing, and the outlook is positive with great opportunities to live, work and invest. The Mayor and Councillors are looking to appoint a Chief Executive Officer who will lead their team with vision and a passion to do the absolute best for the region’s people, communities and economy.
Key areas of focus will include a strong emphasis on the delivery of the capital works programme; a continued focus on building capability; responding to local government reforms, Mana Whenua engagement; and to develop and implement strategic initiatives which extend the Clutha District’s reputation for strong community values, innovation and efficiency.
**Skills & Experience**:
- Act with honesty, integrity and trust, demonstrating Clutha District Council Values;
- Have experience as an executive in local government; understand relevant legislation, nationally and regionally, keeping fully informed to advise Council on local government sector issues, including reforms and other challenges;
- Have demonstrated strategic, commercial and financial acumen;
- Be known as having strong relationship management, collaborative and influencing skills, with high levels of emotional intelligence and self-awareness;
- Have an understanding of Te Reo Māori, Tikanga, Te Ao Māori, and Te Tiriti o Waitangi, building relationships with local Iwi and Rūnanga;
This role requires a person who can demonstrate a commitment to the District and continue to act in the best interests of the Council and their people, with the well-being and engagement of the communities at the heart of any decisions.
**About the Organisation**:
Clutha’s population is largely rural, although it also comprises nine main urban centres, the largest of which is Balclutha, with a population of around 4000. Other main centres include Milton, Waihola, Lawrence, Owaka, Heriot, Clinton, Tapanui and Kaitangata.
The district is growing, and the outlook is positive. They are very much open for business with great opportunities to live, work and invest in Clutha. It manages over $1 billion of infrastructure and maintains the third largest local roading network in the country, with just over 2,900km of local roads and 360 bridges.
22 water schemes deliver water to 15 urban areas and over 2,000 rural properties throughout the district, while 11 wastewater schemes service 14 towns/townships. Stormwater drainage helps protect people and properties across 13 of the district’s communities. There are 11,835 households that pay rates in the Clutha District.
Council consists of 15 elected members - the Mayor, Bryan Cadogan, and 14 councillors from eight wards across the district.
