Christchurch City Council is seeking an experienced** Risk and Audit Manager** to lead its internal audit and risk management functions. This role plays a critical part in ensuring accountability, transparency, and resilience across the organisation

As the Risk and Audit Manager, you will be responsible for strengthening the Council's risk and assurance framework. You will lead a team of risk and audit professionals, drive continuous improvement, and work closely with senior leadership, elected officials, and external stakeholders to embed a strong risk culture

- Lead the development and implementation of the Council's risk management and internal audit strategy.
- Oversee the internal audit function, ensuring robust assurance over financial, operational, and compliance processes.
- Provide expert risk advice to senior leadership and the Audit and Risk Committee.
- Conduct risk assessments, monitor key risks, and develop control and mitigation strategies.
- Ensure compliance with relevant legislation, policies, and best practices.
- Foster a culture of integrity, accountability, and continuous improvement.

We are looking for a strategic thinker with strong leadership skills and a deep understanding of risk and audit functions in complex local government organisations.
**You will bring**
- Proven experience in risk management, internal audit, or governance at a senior level.
- Risk and Audit management experience in a local government context in New Zealand.
- A relevant qualification in business, finance, accounting, risk management, or a related field (CA, CPA, CIA, or equivalent preferred).
- Strong analytical and problem-solving abilities, with the ability to identify and manage emerging risks.
- Excellent communication and stakeholder engagement skills, with the confidence to advise senior leaders and elected officials.
- A proactive, solutions-focused approach with a commitment to best practice and continuous improvement.
