Job Description:

The Senior Assistant Director, Contract Management role is a pivotal position within the Agency For Science, Technology And Research. This key post is responsible for overseeing the execution of construction projects, ensuring they are completed within scheduled timelines and budgets.

Key Responsibilities:
  • Tender Process: Manage the tender process from preparation to evaluation and recommendations.
  • Cost Estimation: Prepare all cost estimates and bills of quantities (BOQ), render documents, and conduct gap analysis on the BOQ and design drawings.
  • Price Benchmarking: Participate in pre-tender activities to obtain market sensing and raise relevant pre-bid queries in estimating procurement value.
  • Contract Administration: Document, administer, and advise on contractual disputes and matters.
  • Budget Management: Manage overall project finance from budget forecasting to actual invoice management.
  • Stakeholder Collaboration: Collaborate with project managers, architects, engineers, contractors, and other stakeholders to achieve value for money.

Requirements:
  • Minimum 7 years of experience in construction management or quantity surveying (QS), with relevant experience in government procurement processes and policies.
  • Professional membership or certifications in quantity surveying or construction management preferred.
  • Background in quantity surveying, construction management, or a related field, with experience executing and administering various contracting forms.
  • Familiarity with health and safety regulations, environmental standards, contract law, and construction contracts.
  • Able to work under pressure and adapt to changes within a fast-paced environment.
