**Job Description**

The Senior Policy Advisor will be responsible for providing policy analysis, consultation, and engagement services to support the delivery of a Climate Change Response Amendment (CCRA) Bill. This bill aims to improve the operation of the New Zealand emissions unit (NZU) market by addressing key governance and risk management issues.

The successful candidate will work closely with other members of the team who are responsible for ETS assurance and operations functions, including ETS operations, governance, risk management, and the delivery of market insights.

Key Responsibilities:

  • Lead aspects of core/key policy advice, processes, and deliverables
  • Provide policy analysis and recommendations to support the CCRA Bill
  • Engage with stakeholders to gather input and feedback on the CCRA Bill
  • Collaborate with the Parliamentary Counsel Office to draft and progress legislation through Parliament
  • Develop relationships with stakeholders to promote effective partnership and collaboration

Requirements:

  • Demonstrated experience of leading aspects of core/key policy advice, processes, and deliverables
  • Strong analytical and critical thinking skills
  • Clear and succinct written and oral communication
  • Relationship management skills and the ability to partner with others to deliver
  • The ability to thrive in a fast-paced environment
  • Ideal knowledge of the ETS and the NZU market
  • An understanding of Te Tiriti, the Crown's obligations under te Tiriti, and MfE's role as a treaty partner
  • Familiarity with Machinery of Government and how to 'get things done'
