Reporting to the Hautū (Deputy Secretary) |Te Pou Rangatōpū (Corporate), the Chief Financial Officer (CFO) will be instrumental in leading transformative change in one of New Zealand’s most dynamic and impactful sectors. This is a unique opportunity for you to shape a finance team, implement strategic reforms, and contribute to the education system’s mission of creating positive outcomes for children and communities.

As CFO, you will be a key member of the Corporate Leadership Team, overseeing the Ministry’s strategic financial capabilities, compliance, and continuous improvement of finance-related support services. You will manage the financials for one of the Government’s largest property portfolios and operating budgets. Leading a team of approximately 100 people, this role goes beyond the numbers. You will provide leadership that ensures a highly engaged team with unwavering trust, while supporting multiple users in providing insightful financial information critical for decision-making.

Principal responsibilities of this position include:
  1. Financial strategy - Provide strategic financial advice and medium to long term financial plans to the Senior Leadership Team to ensure optimal management of resources.
  2. Financial planning - Lead and manage the financial planning responsibilities, including the budgeting, CAPEX and treasury functions.
  3. Financial management and services - Provide high quality and cost-effective financial management services, systems, processes and financial and business advice.
  4. Financial systems and improvement – Lead the strategy, planning and implementation of finance system and process improvements.
  5. Leadership – Provide strategic leadership of the finance team within Corporate Services.

With strategic expertise in financial planning, compliance, and investment management, they will bring a collaborative, accountable, and innovative leadership style to the role.

The ideal candidate will:

  1. Be experienced in people leadership, management and development, including leading teams through change.
  2. Have an unwavering commitment to customer focus, both internal and external.
  3. Have strong negotiation skills with the ability to influence others.
  4. Have strong analytical skills to support development of business cases and oversight/approval of commercial arrangements.
  5. Proven ability to use data and insights to identify trends, risks and opportunities, and to inform system-level decision making.
  6. Demonstrate the ability to find common ground and solve problems for the good of all.
  7. Professional qualification (Chartered Accountant, CPA, ACCA, CIMA).
  8. The Ministry values strong Māori cultural competency and seek leaders committed to upholding te Tiriti o Waitangi in their work.
  9. The ability and willingness to adhere to the Public Service Standards of Integrity and Conduct.
