Hikitia, the mental health and addiction service for tāne in Waikeria and Tongariro Prisons, and Spring Hill Corrections Facility will be the first of its kind in Aotearoa. Hikitia is a key enabler of Ara Poutama Aotearoa's Hōkai Rangi strategy and, as well as providing services to tāne in the Central Region, will include a 100-bed purpose-built residential facility (Te Wai o Pure) at Waikeria Prison in the Waikato.

Hikitia was developed in partnership through a co-design process with Mana Whenua - Ahi Kā and Te Whatu Ora - Health New Zealand, Waikato (formerly Waikato DHB). This included the development of the Mana Whenua - Ahi Kā Foundation Document and a comprehensive Implementation Plan.

**Ngā kawenga | About the role**

The Hikitia Adviser, Operations Policy is responsible for drafting the operational policy practice manual under the direction of the Senior Adviser, Operations Policy. This role will also be required to provide support to the Senior Adviser, Operations Policy and the Implementation team with report writing and any other documentation as required.

The Hikitia Adviser, Operations Policy will be grounded in Te Ao Māori and will support the team to ensure the service delivers on the vision, mission, purpose, relationships, principles, and service approach as described in the Mana Whenua Ahi Kā - Foundation Document. To enable tāne to achieve oranga, the leadership within Hikitia must embody the Mana Whenua - Ahi Kā principles.

The role accountabilities include but are not limited to:

- Establish and maintain effective key relationships across the department, Hikitia partners and key external stakeholders.
- Demonstrate behaviours in alignment with the Mana Whenua - Ahi Kā values, tikanga and kawa and seek support and guidance to ensure these are upheld.
- Support the operational policies and practice manual is designed and align with the mana whenua ahi kā model of care to effectively operationalise Hikitia and address the business needs.
- Work closely with the Senior Adviser, Operations Policy to implement all the actions in the Implementation Plan that align to the Operations Policies and Procedures for Hikitia.
- Build a thorough relevant knowledge and understanding of the department's operations (how we do business) through strong connectivity within the department both regionally and nationally.
- Support implementation planning and oversight of initiatives during roll out to ensure that the operational changes and systems are effectively implemented to enable Hikitia to be successful and sustainable.
- Work closely with regional/national office managers, iwi, and cross-agency partners to translate development and improvement initiatives into improved service delivery.

- Sound written and oral communication skills which are clear, concise, and logical.
- The ability to express thoughts and ideas, both verbally and in writing, using language appropriate to the audience.
- Participate in formal and informal debate and discussion on policy issues.
- Ability to listen and provide analytical input into policy development, operational design, business process, systems and tool design, implementation, and evaluation
- The ability to make sound judgements in the face of uncertainty.
- Demonstrated ability to advocate for successful change.

**Utu ā-tau | Salary**

The mid-point of the salary range is $79,692.60 and the full range (85%-120%) is $66,411 - $93,756. Appointment and remuneration will reflect skills and experience relevant to the role.
