Te Manatū Waka, Ministry of Transport (MoT) is the government's principal adviser and system lead on transport. As steward of the transport system, the Ministry works to shape the future of New Zealand's transport networks through monitoring, modelling, research and intelligence. With approximately 370 staff, MoT's key responsibilities include development of regulatory settings, legislative advice and Crown agency governance, accountability and performance.
As part of Te Manatu Waka's Growing Opportunities Work, we have put in place a scalable structure to manage the significant Emissions Reduction work that Te Manatū Waka is stewarding. Our Environment and Emissions work will now be led out of two teams:

- An Environment & Emissions Policy Design team and
- An Environment & Emissions Strategy team

Environment and Emissions Policy Design
This team is responsible for the design of policy, regulation and initiatives relating to transport emissions reduction and climate change. It also undertakes policy on broader environmental issues. The team works closely with Te Manatū Waka's Environment & Emissions Strategy team and its Emissions Programme Office.

The role of a Manager, Environment and Emissions Policy Design is a leadership and management role within the Te Manatū Waka's System & Regulatory Design group. You will play a key role in partnering with other agencies and the sector to deliver on a very ambitious set of initiatives to reduce transport carbon emissions. We have a key opportunity now to progress policy proposals which will make significant generational changes to the way the transport system operates. You will lead the team that provides environment and emissions policy design capability for Te Manatū Waka and the transport sector, including supporting the newly formed team through a period of transition.

- Extensive policy experience, preferably with some experience in regulatory design, with the ability to advocate and articulate policy to the Minister and to sector stakeholders
- Extensive experience in stakeholder relations and building effective working partnerships with other organisations
- Ability to conceptualise and think creatively or influence thinking at a strategic level
- Experience in leading, developing and mentoring a diverse team of professional staff
- Experience in budget management
