Provide advice so New Zealand has the right settings which enable the overall quality, security, accessibility and affordability of rental housing. Mō te tūnga | About the role This Principal Policy Advisor vacancy is in the Tenancy and Tenures team, who are a supportive, busy bunch of professional policy thinkers. A key focus of this role will be leading advice on policy issues within the rental market. In particular, looking at a range of policy issues regarding the Residential Tenancies Act. This role requires political savvy, strong policy skills and the ability to deliver at pace. As part of the Policy team, the Principal Policy Advisor is responsible for supporting the overall capability of the team. This role sits within the Solutions Design and Implementation (SDI) group, which designs the detailed policy, legislation and funding settings and tools needed to achieve our system priorities. Where HUD has an implementation role, the group is also be responsible for this, including setting up any new functions required. This group maintains and reviews legislation, regulation and settings for specific tools and products. A wide variety of work is undertaken across the Policy and Legislation Design teams within SDI. This ranges from policy on first home products, public housing and rental markets through to work on legislative and regulatory tools to help overcome barriers to high quality urban development and housing supply. The salary range for this position is $137,500 - $168,000 + 3% Kiwisaver contribution. Ō wheako, ō pukenga | About you In this role you will provide advice to the Government so that New Zealand has the right settings which enable the overall quality, security, accessibility and affordability of housing, whether it is for rental or ownership. In our branch we also advise on ways to shape well-functioning urban areas that are responsive and resilient and meet community needs. As a policy professional you will be a critical thinker able to work on a range of complex and challenging issues and develop robust policy advice through a system wide lens. You should be comfortable leading policy work that achieves real tangible outcomes, under urgency, on often complex matters. You will enjoy working in a team, be a confident communicator with experience working across agencies and with a range of stakeholders, senior leaders and Ministers. This role naturally lends itself to someone keen to use their 'intellectual grunt' and who enjoys coaching and mentoring junior staff. Ideally you will have regulatory and legislative policy experience, though this is not essential. You will be adaptable and able to support others to pivot when priorities change. Ideally your skills and experience will include
- Experience leading complex policy projects
- Experience mentoring and providing analytical leadership to analysts
- Ability to engage effectively with delivery agencies, stakeholders and other government agencies
- Clear engaging writing style
- Experience working on legislative and regulatory systems would be beneficial but is not a requirement
- Ability to coach team members
