**About the Auckland System Management (ASM) Alliance**

The ASM is an alliance between HEB Construction, Fulton Hogan and Waka Kotahi NZ Transport Agency to operate and maintain Auckland's motorway network. The Alliance is expected to work collaboratively with internal and external stakeholders as well as suppliers to deliver exceptional outcomes for customers using the Auckland transport system. Estimated project dates are from July 2019 to June 2028.

**The Opportunity**

This is an exciting opportunity to work on a large-scale road maintenance contract. We are looking for an experienced STMS to join our team at ASM. As STMS, you will help ensure the delivery of effective temporary traffic management across the Auckland State Highway network. This is a diverse role, where you need to be able to adapt to the fast-paced work environment and be able to make decisions under pressure.

**What you will be doing**:
As STMS, you will have a variety of responsibilities including:

- On site on time.
- Clear communications with Team Leader and other team members.
- TMAs and plant in good order and ready to be used for incident response TTM.
- Reactive and Programmed Works
- To provide Waka Kotahi with a value for money service, undertake reactive or programmed maintenance works as outlined above in the job summary, and as per the SOPs and ASM Trac Work Instructions.
- Reactive and programmed maintenance works are to be safely interrupted or stopped if an incident call out is received. Response to a call out remains the priority.
- Incident Response
- Provide a back-up to the Team Leader in receiving the call outs from ATOC.
- Discuss / plan the response to the incident with the Team Leader and other team members.
- Comply with guiding policies, procedures and processes as advised by management.
- As required, participate in incident debriefs with the Team Leader to help continuously improve the team's response to incidents.
- Conduct all other activities as may be assigned / directed by ASM management.
- Complete and return all required returns on a daily basis - support the Team Leader to ensure accurate and consistent reporting.
- Conduct a detailed maintenance hand over to the oncoming STMS at the end of each shift, outlining any outstanding maintenance works or high priority items that need rectification.
- CMJ area is to be maintained to a high standard at all times.
- STMS and TMA Driver are to carry out all reactive and planned maintenance activities and duties.
- Response to incident is still as quick as practically possible.
- Response times are within expected level of service guidelines.
- Team leader is responsible for most appropriate response to incident. STMS is responsible for team and public safety in the delivery of Temporary Traffic Management at the scene of the incident.
- No delays in return of paperwork. Paperwork is accurate and completed in sufficient detail.
- Oncoming crew is well briefed as to previous shift's maintenance tasks completed and any on-going issues that impact the oncoming shift.
- Hazard identification.
- Safe working practices.
- Site closed if not safe.
- All staff and subcontractors are inducted, qualified and trained appropriately, or closely supervised while still being trained.
- Adhere to the AMA safety culture through the Safe Star programme.
- Identifies hazards to crew-mates, contractors, visitors or public.
- Hazard identification sheet completed for crew and available each day.
- No unsafe working practices or adverse Safety Audits.
- Zero lost time injury accidents.
- Zero total incident frequency.
- OFI's are raised for any relevant issues that arise during a shift.
- Demonstrates the correct human behaviours to ensure own safety and safety of team members by recognising the impact of rushing, complacency, fatigue and frustration in the day to day execution of duties.
- Program training in conjunction with Department Manager.
- Scheduled training (from annual training plan) completed, attainment of certificates.
- Applies training on the job.
- Shares skills with others.
- Identify and plans any training requirements with the CMJ IR Manager.
- Acceptable staff behaviour towards motorists.
- Effective communications with TIMs and ATOC Operators.
- Public safety.
- No complaints are received in regard to the crew's behaviour or driving on the network.
- The teams know the TIMs on shift as well as their ATOC counterparts.
- Safety of the public in and around maintenance operations and incident response is considered in planning and execution.

**About You**:

- STMS qualification Level 1/2/3 practicing qualification.
- Experience working in traffic control in highspeed environments, such as State Highways (both rural and urban)
- An ability to coach and train on site staff to ensure a high level of traffic management is maintained.
