Job Details: Job Summary: The Program Director, NZL will lead the implementation of the design, build and long-term service delivery of the National Ticketing Solution. Leveraging expertise in program governance, contract administration to ensure effective delivery, and contract management to ensure accountability, compliance, and sustained performance. The Director will play a critical role in managing stakeholders, leading a team of program managers; and directing matrixed teams across disciplines and geographies. In addition to oversight governance and delivery, the Director will be accountable for driving financial results, ensuring programs are executed within budget, achieving targeted returns and creating long-term value through effective cost control and risk management. This position typically works under limited supervision and direction. Incumbents of this position will regularly exercise discretionary and substantial decision-making authority. Essential Job Duties and Responsibilities Program Execution and delivery. Lead end-to-end program delivery across the D&B and into the service phase. Define program goals, objectives, scope, key milestones, and deliverables. Ensure that programs are managed in accordance with the contract and Cubic policies, procedures, and department instructions, quality, safety, regulations and financial standards. Oversee planning activities and manage resource allocation to ensure that program milestones are successfully met. Manage budgets, forecasts and resource allocations to optimize outcomes. Monitor program, financial, and operational KPIs; mitigate risks. Leadership and Team Management: Inspire, empower, and lead direct reports, matrixed teams, and subcontractors alike, fostering alignment, engagement, and a shared commitment to excellence across all program initiatives. Set clear goals, give regular feedback, and manage performance to meet targets. Encourage ownership, innovation, and continuous improvement. Coach and mentor future talent. Financial Management: Drive financial performance, ensuring cost discipline and objectives (sales, operating profit, return on net assets, cash). Provide regular reporting to executive leadership on budget, forecasts, risks and opportunities. Optimize contract and vendor performance to achieve value for money. Stakeholder Management: Build and maintain relationships with key stakeholders, governance agencies, regulators, contractors and industry experts. Serve as primary liaison to the client ensuring alignment with expectations and outcomes. Build strong internal global partnerships for efficient execution across the matrix. Other: Review performance metrics to understand the program’s performance and identify areas for continuous improvement. Collaborate and partner with internal regional and global teams, drive a culture of collaboration and innovation. Solicit and provide feedback to enable continuous improvement across the program, systems, and processes. Industry Engagement: Keep current on industry and market trends. Domestic travel is needed and may require international travel from time to time. Minimum Job Requirements Program Execution: Proven track record of leading a large infrastructure, technology-focused project with over $100m in value on time and to budget. Demonstrate the ability to define program goals & milestones. Effectively monitors progress, tracks milestones, and manages resources to ensure contractual compliance and successful program execution. Leadership and Team Management: Exhibits strong leadership skills with a track record of leading direct and indirect teams to meet or exceed business goals. Ability to develop talent and create succession. Stakeholder Management: Evidence the ability to build and maintain strong stakeholder relationships internally and externally. Proactively manages expectations and addresses concerns to ensure customer satisfaction and program success. Financial Management: Strong financial management with a track record of meeting goals and objectives. Demonstrates capability of monitoring program using KPIs and mitigating business risks. Industry knowledge: Experience of government contracting and knowledge of government procurement, contracting along with prior experience delivering complex technical programs in a regulated industry; transportation experience desirable but not essential. Communication: Demonstrates excellent communication skills, both verbal and written, to effectively convey complex information to diverse audiences, including senior executives, governmental agencies, and cross-functional teams. Skilled at public speaking and presenting complex data in a clear and coherent manner. Influencing: Exhibits strong influencing skills, able to build trust across the organization and motivate others to achieve business objectives. Proven ability to effectively prioritize tasks and manage time to meet deadlines. Personal: Demonstrates a high level of self-motivation and drive to execute commitments. Consistently sets and achieves ambitious goals, showing a strong orientation towards results. Education & Experience: Four-year college degree, or equivalent in a relevant field including business, program management or engineering, plus fifteen years of related technical or engineering experience including twelve years of project engineering/management, program management or other supervisory responsibility on high risk and/or high value programs. Additional: Five years leading a portfolio of programs is desirable. PMP required, advanced engineering degree or MBA is desirable. Worker Type: Employee #J-18808-Ljbffr
