Job Summary
This role sits within HSE's Human Resources Division (HRD) and will be part of the wider HRD Organisational Development team. This is a great opportunity for a digital learning professional to work closely with the Head of Digital Learning and other members of the team to identify learning and development needs through a range of activities, networks and regular consultation with project and business stakeholders. As part of the Organisational Development team, you will work collaboratively and with pace across HR and divisions to ensure HSE continues to build high-quality, engaging and interactive digital learning.
It is an exciting time to join the team, HSE has made significant investments in tools and technology not only for the digital learning team but all colleagues across HSE with access to modern devices, software and development. HSE has selected a new Learning Management System (LMS) supplier along with various authoring tools. The implementation of the LMS and these tools is a key priority, and this role will play a crucial part in supporting this.
Job Description
This role carries a significant leadership responsibility and will be responsible for leading on key areas of work. To succeed in this post you will need to be a positive collaborator with an expert level knowledge of digital learning. You'll demonstrate the highest standards of professionalism and personal integrity in all your activities and will be passionate about developments in our profession, showing a drive for innovation and improvement.
Key Responsibilities
- Utilise knowledge of eLearning authoring tools (Articulate Storyline 360 / RISE 360 / Camtasia) and LMS capabilities to recommend delivery strategies that yield a rich, meaningful, and dynamic end-user experience
- Lead the enhancement of knowledge transfer through digital solutions by developing innovative and creative e-learning and digital learning which will uplift the end-user experience
- Engage and consult with divisional project leads and HSE senior leaders in identifying digital initiatives
- Design and develop digital learning solutions to support business needs as well as manage digital projects and programmes to support digital development delivery - from project initiation, full systems testing (inclusive of accessibility) to project launch
- Provide strategic direction and co-manage the Learning Management System (LMS), to improve and increase its reach across HSE
- Maintain currency as a Digital L&D professional lead by keeping up to date with current and emerging trends and methods in learning and research new technologies and methodologies in virtual and digital workplace learning and embed this learning into the business
- Develop and implement methods of evaluation, evidencing ROI, ROE and the impact of digital and learning solutions as well as design, develop and deliver engaging learning initiatives to support the development need(s), using a blended learning approach, including training delivery and facilitation
- Ensure that the development of L&D policy meets business needs and that inclusion, wellbeing and engagement issues are fully recognised in addition to working collaboratively across HR L&D, HSE and the wider Civil Service supporting the Reform agenda and promoting a unified Civil Service HR/L&D Profession
- A successful track record of digital design and development, including developing and delivering creative innovations enabling continuous improvement of processes, driving efficiencies, and promoting new approaches to learning
- Knowledge and experience in emerging digital and IT technologies to shape and deliver innovative development solutions
- Excellent stakeholder management skills, accustomed to tailoring your approach to different individuals and an ability to deliver a customer centric service
- Management of L&D projects and programmes and experience of the full learning cycle with demonstrable experience both at strategic and operational levels, with developed skills in the management of time, setting priorities and planning, in order to achieve outcomes
- Ability to work autonomously, with the confidence to make independent decisions as well as understand and interpret organisational strategy and longer-term goals into programs of work
- Proficient in use of Articulate Storyline 360 / RISE 360 and generic LMS functionality experience, with strong experience in crafting, organising and analysing data and information effectively
- Proficient in creating, editing and producing high-quality video content using video editing software such as Camtasia, Adobe Creative Suite with Premier Pro
- Skilled in designing and implementing SharePoint sites and managing automated workflows using PowerAuto
